I had a reservation with Rent4Less made through CarRentals.com, their system appears to a a car rental reservation system similar to travelocity for hotels or flights. Their system charged my Debit card $203 in advance after filling out and selecting the best deal at the airport I was coming into. When I arrived, there was no shuttle, the phone number given on the reservation sheet for Rent4Less was incorrect, and after calling them it took over an hour for the shuttle to get me. When I arrived at their office, they said they had no record of any payment, they tried to tell me it was just an authorization, but I insisted it was a debit card charge. Then I was told that the amount I was quoted, ~$394, was not correct, and that with insurance it would be over $600.

This is addition to the $203 I had already paid, but not given credit for. I went ahead and rented with them (I shouldn't have, I felt it was a ripoff) When I returned the car and asked for a refund of the $203, they said they would do it. When I got home, checked my account a few days later, they had charged another $250, and then refunded it. What a scam!

I later complained to CarRentals.com and find out in the small print that they are only selling the collision insurance, that they are not acting as an agent for the car rental company at all. I called my bank and had the charges reversed.

carrentals.com Really concerned ? or Cartel Member ?

If you really appreciate the input from consumers then why have I never heard from you... Report: #411855

I contacted you about your relationship with Deluxe Rent A Car in Los Angeles and never heard anything. I filed a report on this site including your relationship with them and the fact that they used you or conspired with you..(im not sure who controls the actual input of data) to DEFRAUD every client that went through your site.

You see until December of 2008 they charged a Airport Concession Recovery Fee. This fee was for the companies that are required to pay for access to the airport and can only be collected by them. Deluxe has no contract, cannot collect the fee and defrauded me of $41... and I live in Los Angeles. The owner uses carrentals.com to get his clients by posting the low rental fee at carrentals.com and then adding the fraud fee that ranged from 13-27% to offset the price.... FRAUD it is deceptive and misleadingand unfair and carrentals.com should take responsibility that I notified you in August 2008 and they continued until December and only stopped when I filed suit.

Beside that you allowed them to manipulate the price naming to try to avoid liability for the fraud by changing the name of the fee. This you should be very aware of ...

tell me how much traffic do you bring to them ? an ex employee informs me that 400-500 cars per day come from carrentals.com and that means for about 90 days 400 new victims per day directed to a theif, bandit, and Rental Car Fraud King of Los Angeles AFTER I informed you of the fraud... Do you care ?

DO YOU REALLY CARE about the victims of deception and rip-offs using your site... If so why has not one person ever addresed my e-mails and why does your company still allow a theif to steal from consumers. have you done a search of his name and seen the complaints and addressed the negative effects of telling people "f-you, sue me then" because he stands protected behind the Board that maintains a sheild between the public and the "Members" and is the only people who may demand their records....

have you seen the site http://www.deluxerentacar.info/ that explains the extent of the fraud  you allowed or participated in ?

Everybody wake up as there are only a few companies involved in creating RAC in you city controlled by agreements made to cover interest payments on bonds used to pay for them. The fallout is a self-regulated and controlled industry with built-in protections. This is effectively a Cartel with an agreement and an agenda to fully control the industry and pass the cost to the travelers. Do a search of eminent domain, property rights investigate the development of LAX, LAWA and the unbundling agreement which allowed the fraud top happen to upto 250,000 people at LAX

I cant even get the state to act against Deluxe because of this and will have to change to Federal Court and go after all the companies envolved just to get the 397 I was screwed out of...  Are you really concerned about your customers if so have one of your board of directors contact me... they will know how

Standard Business Practices, Common Knowledge for Savvy Travelers

#3Consumer Comment

Tue, June 23, 2009

This is not a rip-off. It is standard business practice. When a car rental company loans you a car, they need some form of security for the car and the rental fees that may come due at the end of the rental period. If you use a credit card, they swipe the card and check to see if there is sufficient credit to cover a pre-determined amount (often this is approx $250). If you have a debit card, they will swipe the card and "hold" a sum of money in their favor, usually $250. Credit and debit are obviously two different things - one will pretty much guarantee payment to the car rental company by the credit card company, and it is then up to the credit card company to collect that money from the renter. A debit card places the onus of collecting money on the car rental company as they have to be satisfied that the renter has the funds available in their account to pay for the car rental. This is common business practice across most car rental companies and is nothing to do with CarRentals.com.

CarRentals.com RE: Rebuttal and offer of a refund

#4UPDATE Employee

Fri, June 20, 2008

CarRentals.com welcomes this forum to discuss the comments made by Theo who has complained anonymously. We only wish the he had addressed his concerns to us directly so we could have assisted him in getting reimbursed. We provide the following information on the confirmation email to aid the renter through the rental process: "Since your coverage is through Travel Guard and not the rental company from which you are renting, it is likely that the rental company will still try to sell you collision insurance. Please advise your car rental company you have your own collision coverage and that it is provided by Travel Guard." If one of our valued customers misunderstands the process and does purchase insurance through the vendor, when provided with proof, we are happy to assist him or her in obtaining a full- refund from Travel Guard. In response to Genlenben's comments about security: all of CarRental.com's credit card communications utilize HTTPS (Hypertext Transfer Protocol over Secure Socket Layer, or HTTP over SSL) which encrypts sensitive information. If Theo wishes a refund, we would still be happy to assist him. All he has to do is write to us using the same email address used to make the reservation and attach a copy of his final invoice which indicates that he purchased collision coverage from the vendor. Once we see proof of duplicate coverage, we will contact Travel Guard and arrange for his full refund. [email protected]

I was looking to rent a car online and found carrentals.com. I slected a rental car, pickup and dropoff time and selected the insurance. I wnet ahead to enter my billing details but then realised that the site is not secure and that only after entering payment details, would one proceed to booking. This seemed fishy so I sent back on the internet explorer toolbar. I then went ahead to read ripoffreport to check whether this company was legit. That's when I found all the scam reports on this company. Thank you so much to everyone who posted their stories - I was able to avoid being scammed too! The car rentals which they advertise can be easily organised through expedia, hotwire or travelocity and these are reputable and secure sites which I am much more comfortable using. I am so glad that I can research companies on ripoffreport before doing business with them and to avoid being scammed!

First before anyone assumes I'm an employee of this company or any related companies- I'm not. I'm in the military. Now that that's out of the way I used this company to rent here in Vegas. I had to drive to Reno. Using Carrentals.com I rented a van from the Treasure Island Casino Dollar Rental Car stand. The website total for this van with all taxes was 185 bucks. The cost of this van per day according to the person at the counter was 90 dollars. She remarked how low the rate was. I kept the van for a full week. I also purchased the brand of car insurance carrentals.com sells, I believe it was called travel guardian, for 80 bucks for the whole week. Dollar was charging 30 dollars a day for similar coverage. My reservations sheet from carrnetals.com stated that dollar may still try to sell me their insurance but I simply declined it. I was so impressed by experience that when one of my coworkers had to ship her car over seas and needed a rental for the period between when her car left and her port call, she used carrentals.com as well. She rented from payless at the airport. She got a PT crusier for a couple of weeks and was also very satisfied. I don't know what you managed to do, and I've never heard the name of the company you selected via carrentals.com. I would say it sounds like you simply bought their insurance or something wacky like that and didn't actually make a reservations for the car. I don't have the paperwork, though, so I can't tell. I had a great exeperience with this company and have gone on to reccommend it to others. I regret that you did not.

Still deceptive

If they are just a middleman that their FAQ claims they eliminated, and they do a pretty poor job of it, then why all the deceptive bait and switch? And why not be cooperative if a customer is having a genuine issue with poor service and requests a refund? Why wait for the bank to reverse the charges? Lots of unanswered questions if the company was reputable and not intending to deceive.

Got this from the FAQ: "A: CarRentals.com is able to secure reservations very often without a credit card >but the vendor will want payment< when you arrive at the counter to pick up your car. If you opt to purchase collision insurance online, your credit card will be charged immediately for the insurance premium portion only." Not trying to be rude but aside from all the rental car company logos on the top of the page, this pretty clearly indicates that they are the middleman that they claim to have eliminated in their own #1 FAQ, but a middleman nonetheless. It also states the immediate insurance charge to your card.

Theo writes: "I later complained to CarRentals.com and find out in the small print that they are only selling the collision insurance, that they are not acting as an agent for the car rental company at all." If this is true, what a scam! I checked out their site, and since I don't have a reservation (and never will) I can't read the fine print. I reviewed their site as best as I could, and in every way, it seems to indicate they are a discount car rental site. Everything in the FAQs totally leads me to believe they ARE a car rental service. If this is indeed NOT TRUE, please contact government agencies, Theo! If they are NOT a car rental service, this has got to be one of the most clearcut cases of deceptive advertising, if nothing else. As an actual victim, you have rights and abilities that a non-customer doesn't have, and I sure hope you will pursue this further if they should actually be shut down. Thank you!
