All you have to do is file a complaint with the state division of weights and measurements. It's in the blue section, government part, of the phone book. Went to a shell station the other day and each pump had a sheet of paper on it. Someone had filed a complaint aganist this station. On the sheet was the day the complaint was filed, the day the inspector came out and inspected the pumps and the results. The test HAS to be done within ONE week of the day the complaint was filed AND the pumps, ALL of them passed the test. The results are posted on the pumps AND all the pumps were tested. Otherwise the pumps HAVE to be tested once every TWO years. THey take a five gallon tank and fill it up. The pump can't be off more than a couple of table spoons of gas to pass.
