In every US jurisdiction that I know, the charging of a FEE for returning DEFECTIVE merchandise is ILLEGAL. Restocking fees are legal for returning merchandise that has NO DEFECT. Every State has adopted portions of the Uniform Commercial Code's "warranty of merchantability." What varies from state to state is the time period inwhich a consumer may return DEFECTIVE merchandise for a full refund with NO PENALTY whatsoever.

There is a 15% restocking fee for all cameras that were sold at CC. We did not restock damaged items and sell it to other people. Once you take the item to customer service, a black and white sticker get put on the item and the item either gets sent out to get fixed or you'd get new one. (depending on weather you had a protection plant and a few other reasons) Keep in mind, people on the sales floor usually let you open the box to check out the camera before you buy it. and if they wouldn't let you, im sure that customer service would of.
