I purchased ten dollars of regular gas @$1.75. I received 5.685 which comes to 9.94. If they do that to every customer that six cents adds up.

Was this your first time buying gas?
Serioulsy though gas is always priced to fractions of a penny. If you look at the price on the pump and/or sign you actually paid 1.759 or (1.75 9/10).
If you take your 5.685 gallons and multiply it by that price you get $9.9999. Which unless you want them to give you back 1/100 of $0.01 rounds to $10.
