Turkey offers a tax free return to all international shoppers leaving the country. Tourists are encouraged to spend their dollars and fill claim form to be refunded at the airport prior to departure. I made voluminous purchases. When attending the customs office at Attaturk Airport, the officer demanded to see all the goods, which would be normal to ensure the goods are leaving the country. However, as the goods are voluminous, they were placed in cargo luggage. The officer said that they should have been un hand luggage. However, hand luggage is limited by size and by 8 kilos in weight. As a result, the passenger gives up his claim the Turkish Customs have profited from this loophole
