DCFCU, after reading my negative reviews on Yelp and on this site, has decided to credit me the $40 it was holding. I still feel that the company's policy towards ATM malfunctions is horrible towards it's members, and needs to be updated. I also feel that the company needs to enpower it's employees to make logical decisions, outside of stringent & unflexible policies. Nonetheless, I appreciate the fact they took care of the situation after a little pressure.
