Inspector, depending on local laws, most tenants lack rights when the property they rent is foreclosed on, that they otherwise would have if it were not. They can be summarily evicted as soon as the foreclosure takes place, or a new buyer takes it from the lender. Anyone renting such a place out, knowingly, without informing the renter what they face, is ripping the renter off. It's not like a renter can just pick up and go without huge expenses involved. Moving again, painting, fixture installations, time lost from work dealing with the grief, etc.

Check out the Polk County Clerk of Court Website - This company has 13 properties that are in Foreclosure.... And they still are renting them to un-suspecting, honest people!!
