So contact your local consumer protection agency in your municipality. Record your phone conversations with them. If unfeasible, make copies of the letters you mail to them and save the correspondence they send to you. They will have a phone and fax number on there. Let us know how this comes out. I won't do any monetary transactions over the web. However, I want to do seminars and was considering PayPal because they advertised that you don't need a credit card. Kind of causes you to wonder...
