I'm sorry but you mistakenly refunded the wrong buyer, twice no less, by your own admission and somehow Ebay/PayPal ripped YOU off? Just how does that work? Some people need to take responsibility for their own actions. It's unfortunate your buyer didn't do the right thing and repay you, but this mistake that cost you money was totally your own fault. You cannot expect Ebay or PayPal to babysit you and protect you from your own idiocy. I am a seller on Ebay too. I make sure that when issuing a refund or doing anything that involves my money and my business that I am doing it correctly. It is not that hard or complicated to issue a refund. What you sold, how much was paid, when it was paid for, the name of your buyer, their user name, the ship to address is all in front of you before you ever get to the refund box. Grow up and stop complaining. If you're going to bumble through your sales you have ONLY yourself to blame. A lot of people are legitimately ripped off. YOU are not one of them.
