Tell them your story and ask them to file a "courtesty report." They can forward this to Washington authorities for investigation. If he took your money and didn't deliver, he could be criminally charged with theft by deception and/or theft by conversion (converted funds from you for an item/service for his own personal use), both charges are felonies. Being that this is an interstate transaction, there could be other charges as well. Pleasanton PD is usually quite cooperative in such matters.
