On June 30, 2010 outgoing President Jim Zimmer acknowledged the incredible effort made by Ms. Lori Johnson, a private investigator from the Orange County area. Her outstanding work led to the arrest of an unlicensed investigator, known in the industry as a predator against unsuspecting victims.
Lori is to be commended for her work. Mr. Zimmer wrote: "On behalf of the California Association of Licensed Investigators (CALI), I wish to personally and publicly thank you for your relentless efforts which culminated in the recent arrest on June 24, 2010 of Kevin Michael Sianez who has been charged with, among other things, defrauding clients by stealing payment for unperformed, unlicensed private investigator work." To top it off, Ms. Johnson joined CALI this week. We welcome her with open arms and hope other investigators will show the same initiative against unlicensed practices.

SANTA ANA A former police officer working as an unlicensed private investigator was charged today with defrauding his clients and intimidating his detractors, including threatening to burn down the house of a licensed private investigator. He has also been charged with engaging in a conspiracy to commit the crime of sexual assault of an animal by posting ads on Craigslist to have women engage in bestiality with his dog. Kevin Michael Sianez, 53, Fountain Valley, has been charged in a 63-count criminal complaint. His felony charges include 20 counts of grand theft by false pretense, 12 counts of fraudulently using an access card, two counts of second degree commercial burglary, five counts of possession of a firearm by a felon stemming from a 1998 conviction for stalking, four counts of theft with a prior conviction for the same crime in 1999, four counts of obtaining electricity services through false representation, and one count each of identity theft, perjury by declaration, computer access and fraud, and possession of ammunition by a prohibited person.
The misdemeanor charges against Sianez include three counts of conspiracy to commit sexual assault upon an animal, two counts of dissuading a witness from reporting a crime, three counts of obtaining electricity services through false representation, and one count each of criminal threats, unlawful representation as a private investigator, engaging in the business of private investigation, and doing business without a valid license.
He faces sentencing enhancements for aggravated white collar crime over $100,000 and property damage over $65,000. If convicted, Sianez faces a maximum sentence of 38 years in state prison. He was arrested June 24, 2010, by Orange County District Attorneys Office (OCDA) Investigators and is being held on $500,000 bail. He is expected to be arraigned Monday, June 28, 2010, at 8:30 a.m. in Department C-55, Central Justice Center, Santa Ana.

Empire Surveillance & Investigations can be reported to the BBB just like any other business. Why not just report this company as many times the BBB can help. Is Empire Surveillance & Investigations or this Lori Johnson licensed? You can also report them to the licensing agency maybe they can help. I just went through the same thing with a Carpet Cleaning company. I paid them in advance, they never showed up to do the work. I reported them to the BBB and it took 8 weeks but I got some of my money back Good luck

I am a licensed private investigator in two states. When a prospective client wants a job done, they pay a retainer and that retainer is NON REFUNDABLE if I have to devote time and effort to see if the case is worthwhile for me to take. I do not work for free. Most people have absolutely no idea how private investigators work. And many, if not most of the time, the results are not what they want to hear. That is why I will not take any cheating spouse cases. Most of the time, the spouse isn't cheating and when you tell the client that they don't want to pay. That is why PI companies and lawyers charge retainers. As far as this "rip off" report goes, who knows what happened. If I had to render a guess, it is a client that didn't get the results that they wanted.

You retained them to do a job? You pay them a retainer to show that you are serious about getting them to do the job. They can decide not to take the job and then they are supposed to tell you that they declined and they may or may not return your retainer to you. If they were ethical they would return it. Did you have a contract? If you retain a legitimate private investigation business, they will have you sign a contract that spells out their responsibilities to you and your responsibilities to them. You left too many details out to know whether or not they ripped you off or not.
