Lucille: Many years ago when I lived in Milwaukee I contracted with Jim Frick to replace a skylight in my bathroom. He did the same thing to me making appts to come out and finish the work and then he would never show up. He cancelled so many times that I could no longer keep up with his excuses. I finally filed a complaint on him and won however; unforunately I don't remember who I filed the complaint with, I think I might have called the city licensing bureau. Don't give up,try calling the city licensing bureau, city building inspectors or anyone else you can in the phone book. This man is a con-artist. He has been scamming people for years. Since I am a pack rat and save everything I probably still have the information on this guy. If it will help you I could try and look for it. I hope everything works out for you but in the future try and not give any contractor money up front and make sure that you have a signed contract that states the timeline the job will be completed.
