First National Credit - California - Scam

I WAS SENT A FORM THAT STATED THAT ALL I HAD TO DO WAS SEND A PROCESSING FEE OF $37 FOR REGULAR PROCESSING OR $43 FOR RUSH PROCESSING AND SIGN THE FORM AND I WOULD RECEIVE A CREDIT CARD WITH A $15,000 LIMIT. I DON'T UNDERSTAND HOW THESE BUSINESSES COULD BE APPROVED AND HOW ARE WE SUPPOSE TO RECEIVE OUR MONIES BACK.
