On January 30,2014 I rented a car and I went to park in the parking lot behind my home because I was not able to park on the street due to snow plows. As I went to go down the alley the the car got stuck in the snow. I had several individuals stop to try and help but I saw a tow truck coming down Front Street near my home and I flagged it down because I knew they would be able to dislodge the vehicle quickly. The driver charged me $ 60.00 to remove my vehicle from the snow and I told him that I needed a receipt because I would have to provide it to the rental company for reimbursement. He told me that he did not have a receipt book in the Tow truck and proceeded to give me his card to provide me a receipt at a later time. I contacted this company two days later asking for the receipt and I was told that they would mail me a receipt. I was told to provide him with my address and send it to [email protected]. I promptly did this and I have not received a receipt as of 04/22/2014. I have received several nasty emails regarding why I have not received a receipt. I am a disabled low income person that receives a SSi check once a month so $60.00 is a lot of money to forgo because this person will not provide me with a receipt. This business has been unprofessional and down right rude regarding this matter. I have been advised to turn over all correspondence to the IRS but all I want is a receipt. Where am I going wrong? Does anyone have any suggestions because I have devoted too much time trying to get a receipt that should have been provided on the day of service. I am including copies of the emails I have received from the company.

He said he mailed the receipt to my home address but I did not receive one and as you can see my home address is clearly stated in this email. I called the owner a second time requesting a receipt and the owner has told me some type of excuse that he does not give out receipts and that I needed to speak to his accountant about the $60.00 dollars cash that I paid him to lift the vehicle out of the snow during the snow emergency here in Saint Paul in the month of February. VXXXXXXa.   We have done everything you have asked   It is not in my control what happens once it is put in the mail witch we have done twice hard to beleave you have not got them one of witch was sent certified mail so I have proof that we have as of witch we proved to the BBB also so you do what you want...   Since all my other offers don't work for you my shop is open 24 hrs. By the way ...   But you can send a self addressed and postaged paid envelop to HOOKED UP TOWING & RECOVERY PO BOX 130584 ST PAUL MN 55113  and we will send yet another copy.  You can even send a prepaid certified one if you would like    So again we have done everything we need to to give you what you have asked for.   Thank you have a wonderful nite.

Mar 17  First off we did not TOW your car you were stuck in a alley you should not have even been trying to drive down due to the conditions..  Second we have sent you a what you requested but I'm guessing that since it says that we didn't tow it that's why you want somthing else. I have requested a receipt for the pull out/ tow  whatever. Regardless of your assessment of the conditions of the alleyway I paid you $60.00 to move a car out of the snow and I promptly asked you for a receipt then explaining the need to provide proof to my rental car company.  I am not asking from you anything other than a true and accurate account of the $ 60.00 cash that I paid you so that I can send it to my car rental company. The attitude and disrespect is neither warranted or professional. The car rental company has not heard from you. I have not heard from you. I believe the only person that should be displaying any type of displeasure here is myself since I have had to devote time to begging for receipt from your company. Wow! God bless you too!

 I have sent you numerous communications regarding your refusal to send a receipt to me for the pull out of a rental vehicle in January 2014. I am low income and  I need to submit this receipt to the car rental company so that I can be reimbursed for the $60.00 fee that you charged me. I have tried to no avail to have you send me the receipt so I have no other recourse but to forward this information on to IRS Fraud Department. There would be no plausible reason why you would not provide me with a receipt when you had no problem taking the cash from me on that night. I have witnesses to that cash transaction and I will continue to further this until this matter is settled.

What part of I HAVE NEVER RECEIVED ANY TYPE OF CORRESPONDENCE FROM YOU REGARDING A RECEIPT FOR PULLING MY RENTAL CAR OUT OF THE SNOW do you not comprehend. I would not be asking you for a receipt if I did receive one. It is not the language of the receipt that matters. It is the fact that I paid to have the car lifted out of the snow. I need to send this receipt to my car rental company. I am not trying to do anything illegal or ask you to do anything other than provide me with said receipt so that I can be reimbursed from my car rental company. They are unable to reimburse me without proof that I paid $60.00 for you to lift the car out of the snow. They are well aware of you lifting the car out of the snow they need proof that I paid your company to do this. So I am baffled as to why you refuse to mail me a receipt. You have not provided me with any information on where I could come and retrieve a receipt from you otherwise this matter would be closed if you had.   1. They have never sent me a certified letter. A certified letter has to be signed for and i have not signed for one and there is not another way for them to obtain a signature for the letter. They have given me several excuses of why they have not sent me a receipt. First, they told me they did not have a receipt book in the tow truck. Next, he said he sent it to my address by regular mail. Next, he said he sent an email to the rental company. Now its too much money for postage to send out an additional copy of the receipt after I told him that I have never received one. Oh I forgot he told me to contact his accountant for a receipt but he never provided me with his accountants contact information.
  2. I have not omitted any emails and there is nothing negative about requesting a receipt for the cash I paid him. There was nothing to put me in a negative light because I have not done anything wrong.
  3. I am going to go to his place of business as soon as I get the chance and try once more to obtain a receipt. He has never given me his physical address just a P.O. Box I had to obtain the physical address on my own. Also I do not feel comfortable going there by myself so I am going to bring some witnesses with me because of the contentious behavior of this person.
  4. I have been advised to send everything I have to the IRS Fraud department but I feel like this is a last resort because I could care less about what he may doing on the side I just want a receipt for the money I paidd him.
  5. Last, my car rental company had agreed to reimburse once they received a receipt so I do not understand the question about their policy to reimburse me.

Consumer's Original Complaint :

Failure to provide an itemized receipt for services provided on 01/30/2014

Hooked up Towing and Recovery pulled a rental car I was renting out of the snow. That night I requested a receipt to be submitted to the rental company for reimbursement. The tow truck driver said that he did not have any receipts on him but to contact him later and that he would mail me a receipt. I contacted him a few days later to send him my complete address for the receipt to be sent to me on  02/04/2014. I contacted him again after two weeks to inform him that I did not receive the copy of the receipt. At this time I sent him an email to inform him of the address ([email protected])to send the copy of the receipt for the tow. I spoke with them today 03/17/2014  and they have not received any correspondence from this company.He informed at this time that he was doing me a favor and that he did not charge me the full price of a tow ($150) and that he would need speak to his accountant first. I am unsure of why he needed to speak to an accountant about the $60.00 cash I had already paid him for the tow. My last interaction with him on 03/17/2014 requesting that he provide  copy of the receipt. He said he scanned the receipt and that he had a confirmation number as proof of the scan. When asked to provide me with the proof he said he did not have that confirmation number on him because he was in the truck. I am low income and $60.00 is a lot of money to me ad my budget so I am unable to eat this fee. I am asking for a reasonable request of a receipt for a service that he provided.

He has lied and said he sent me a letter certified and that is simply untrue. I can produce notarized statements from witnesses that were on the scene that night and that I did indeed paid this company $60.00 cash for them to lift my rental car out of a snow bank.

                                     He has told me to talk to his accountant and his lawyer but has not provided contact information for either party. I have been advised to forward this matter on to the IRS Fraud department.

The big question is why is the Rental Car company responsible for paying the fee to get the car out of the snow?

As for the e-mails.  It appears you have contacted them several times, and stated you received several "nasty" e-mails.  But you showed only one e-mail you sent and 2 that they sent....seems like there are some e-mails missing.  Where most likely those e-mails don't put you in the best light.

As to what to do.  Well, you could go down there like it was suggested in one of the e-mails you did post.  Of course if that doesn't work you could file a suit in small claims for the $60.  But when you go to court if they provide a copy of the Certified Letter you will probably loose.  If they have e-mails that you failed to post here that don't put you in the best light..you will probably loose.    If you prevail you will also be entitled to the court costs as well.
