Back in 2005, Poetry.com was run by a company whose purpose, in all evidence, was to scam poets. Now, though, the website is run by a completely different group of people who are working to rebuild the reputation of the site. They are hard-working and honest, and have had the site in their possession for about a year.
The management you are reporting no longer exists, but I know from personal experience that if you visit the site and email the staff, they will get back to you and do their best to help. Even if you can't get back the money and mental pain that the scam in 2005 have given you, at least you maybe can get some piece of mind.
I know that the new Poetry.com will do all that they can to help you. They are good people.

I too have joined this same poetry contest back in 2005. I received the Twilight Musings copy with poem on the first page. I really believed that my poem was truly on the first page.
I am very disappointed to discover that my poem really didn't mean anything to the publisher. I think that it is very wrong for this publisher to make money on poetry that does not belong to him. I think that I am speaking not only for myself, but all the other poets that have joined the contest; that we are seeking justice. We spent good money on those books and the plaque. I copyrighted my poems and I can prove it.

Use a whois search website such as http://www.domaintools.com/and enter the entire website URL to find out company info and thewebsite Domain Host/server.
File a fraud complaint with the Domain host/server. (If the domain host/server has no contact info, then also file a complaint against the host/server.)
To file USA complaints:
Findthe county namefor the city & state, alook up the official county website, and then file a criminal complaint with the county District Attorney.
Also find the official state website and file with the state's Attorney General.
Give as much detail as possible. Best wishes!
