I want to alert people about this community before you decide to buy a property here.

My father purchased his property in 1984. Back then it was a nice quiet community and very family friendly. Since then, my parents have put a brand new double wide mobile home on the property in September of 2005. It has been a nightmare since. Our neighbor that has property beside us and behind us has complained continuously to the community president and the county dog warden. We find out later that all of our board memebers are ripping us off, stealing our dues money that we are paying each year.

This is the first year we have had a pool in over 3 years, and they assessed us with a fee of $285.00 per owner for a reconstructed pool. Our dues are supposed to pay for the maintenance of the pool, but they aren't. We have countless numbers of missing community funds, that there is no explanation as to where the funds went exactly. The board memebers are voting and passing new by-laws and increases in our dues without a majority community vote. All of the homeowners in here pay their taxes and dues, but are still governed by this banc of thiefs!

We are unable to do anything without being fined by the community, which I might add, is not accounting for the fine money they collect from the homeowners. I would suggest anyone who is considering purchasing a primary or vacation home here, to rethink and check out other communities first.

This place is not only a huge joke, but a daily nightmare!

Well folks I can't complain much about Indian country, as for the ICC board.. I could care less as they have not ever bothered me. For $60.00 they connected and provided my seasonal water right away and its all I have ever asked of them. The pool? never seems to be open and I really dont care. There is a huge picture perfect lake just 5 miles away to the west, swim, boat and BBQ all you want for free.

As for the dues. the total amount I paid in ICC fees to the community for this year amounted to less than a good dinner and wine for two in Manhattan and far less then I used to pay for HOA fees in California per MONTH. So if there is an embezzlement ring stealing ICC funds, it would scarcely be enough to buy a pack of smokes or a beer.

I can corroborate SOME of the posters facts, such as the road surface conditions, and the bathrooms are about as bad as your average truck stop.. but again, who uses the community toilet anyhow? If you spend a lot of time there, get a chem., composting or Coleman crapper and keep it close by, who would WANT to walk to the dump site with one in the pipe... dont think you would make it anyhow.. :). Remember the price the ICC charges us is chicken scratch and I like it that way, if you want a full service community with electric blow dry hand washing stations and HDTV rec rooms, there are plenty in the area to choose from.

If there are serious drug/crime problems in the park I have yet to see them, and have never seen evidence on the ground or strange lurkers hanging around, and what folks smoke, drink, or get underway with INSIDE THEIR OWN LAND BOUNDRIES is of NO concern of mine. To be honest, when I first drove around the place, I noticed several indicators on the various properties that people had been left alone to enjoy their land, minor things that would get you a $1000/day fine in NY are common place here and I like that.

We have enough taxes, fees, regulations, codes, restrictions, mandates, tolls, fines and surcharges OUTSIDE the park, the fact that they have chosen not to continue the trend inside was for me, a big selling point. Now if you have rabid mutts running free, your boosting power, well water and satellite from your seasonal neighbors lot with jumper cables and a river of raw sewage flowing from your rented land, then you deserve to be run out of dodge.. That means you Ricky and Julian, it's Mr. Lahey here with the sh*t tornado to oz..

Actually if Bubbles was my neighbor, that would be so cool (google: "Sunnyvale Trailer Park"  or "Trailer Park Boys" for a major laugh fest) :) This is NOT anything like that, so dont get the wrong impression from the posters.. perhaps they have had a rough time, I cant speak to other person's experiences but as for mine, the community represents to me, a decompression chamber that provides days of enjoyment, enveloped by nature, deer, bears, birds and late night campfire, music and drink after a grueling 2 or 3 month long work project far away from family. IC is exactly what I needed to recharge the batteries.

The thing I like most about Indian Country is that whenever you see somebody drives by your land, or while youre walking past them, they always wave to you with a smile, just like what you see when boating! The moment I drive past the Indian sign, my tension just melts away, I feel safe and welcome there, and at my apt in NYC I feel like THX-1138. So in closing, please listen ICC BOD, I love the place, my limited communications with others in the park also reflect that as well, dont get over zealous with the authority granted by your customers, the deed holders and keep things EXACTLY as they are, laissez faire. And if you need a little more treasure next year for better roads or faster snow removal then just ask.

This ripoff report is utter nonsense. I've owned a place in Indian Country since 2008 and I've recently bought a second place.  The board is hard-working, responsible and ethical.  The grounds are well maintained and the money well spent.  Keep in mind, however, this is one of the least expensive places in the Poconos and is geared to people who want a simple pool, a simple pond, a simple bath house and a  simple place to build a cabin or bring an RV or a mobile home.  The annual fees and taxes are very, very low. I had to drive all over the Poconos to find a place like this.  Usually, you only find them up in the Adirondacks or Maine woods.  The flora and fauna are beautiful and the people are quite friendly.

Debbie,

I just have a few comments on the report you gave regarding ICC Maint & Rec Fund in Gouldsboro PA.

Regarding your neighbor situation complaining about the dogs on your parents property.  If you had kept your dogs on a leash, as written in the by-laws of the association, you probably would not have had any visits from the president of the community or the dog warden.  Also, if you had not left them out all night barking you also would not have had any problems.

In regards to your statement that all the board members are "ripping off" the community, I take high offense to this as my husband sits on the board, he has held his position for approximately 6 years now, and he has NEVER ripped anyone off.  Unless you have concrete evidence, you should not make defaming statements against anyone. 

In regards to your statement regarding the pool,  the covenants of our community dictate that certain amenities have to be established by the board.  These amentites being the pool, the bath house, and the garbage dump area.  Had we not assessed the members a $285.00 special assessment, we had no money in the budget to update and maintain the pool.  For years,  before the new board members had been elected,  the previous property manager along with previous members did not increase dues.  If you read the by-laws it states in there that the board can increase the dues yearly by the same amount as the cost of living increase determined by the Social Security administration.  All of your derogatory statements could have been cleared up had you bothered to read your parents copy of the by-laws and covenants.  Everything that the sitting board does is well within their rights as established by the covenants. 

In closing, I just want to state that ICC Maintenance & Recreation Fund is a wonderful place to vacation or raise a family.  My husband and I have been property owners since 2003 and have NEVER had a problem with anyone in the community.  That's probably because we know how to follow rules.

This is in response to the comment made by "Rea", whoever you may be, because you were not found as a property owner here. The report that you are responding to was posted here over 2 years ago, when there were significant problems involving myself. I had written proof of my alligations and problems and took them to my attorney. I was informed by him that, yes, there are a lot of things going on in here that aren't right, but the only thing I could sue for was "liable", that it would cost me more in legal fee's than I would get back and not to persue it any further, to just keep to myself and try like thunder to get out of here, and the rest of my family too! Yes "Rea", there are many questions that still arise about the money that is taken in here and where it's going, it's not posted in the budget anywhere, and there are things in the budget that are questionable, such as the amount of money listed for bath house repairs and mainainence. That bath house is anything but respectable, I would not bathe my dog in there, let alone my family. I have not stepped foot in that bath house in over 2 years! Our roads are in such dismay, you swerve to miss one pot hole, and hit 5 more! I was told personally, right to my face, by our snow removal team, that if they were called out when we got a couple of inches on the ground, that they wouldn't have such an ungodly mess to clean up when the thaw hits! This was told to me last spring after the Easter snow storm and then the quick thaw that followed. We had 9 inches of snow that year and the roads weren't touched, when the quick thaw came, they had several inches of slush to plow! My point to this reply is this: why did you wait over 2 years to reply to this and threaten me with a "lawsuit", and why is that you only replied to my posting, and not the one made by "Betty or Betsy"? I don't go anywhere, I don't speak to anyone in here, at least I don't go out of my way to, I stay in my house and use my computer for my link to the outside world. People come to me with this information or call me on the home phone. I don't look for trouble, it finds me. I don't take what people tell me and just run with it, I do my homework and research before I even open my mouth and say anything. I look at the newsletters that come to my parents and I do look over the budget because I used to be out and about quite a bit until that crap went down prior to the original posting. My parents and I are making the pool payments, but I was only there with my children 3 times this summer, and surprise surprise, there was no one else there but the community presidents 2 daughters and 1 of their friends, the place was dead! I asked if they called in a bomb threat, as a joke, and they said no, no one comes to the pool anymore. Well gee, I wonder why? It's no big secret that our president is making money for running the office, her daughter is being paid for being a lifeguard at the pool, her son and his girlfriend were making money for lawncare and maintainence of the community properties, but now that job was taken over by her boyfriend. As you can see, the whole family is being paid to live here, a blind person can see that, why can't you "Rea"? The other posting about this campground, or "community" as our board members are so inclined to refer to us as, was posted just this past spring, why didn't you post about hers and accuse her of being a liar? I spoke to a lady just last Friday, while walking around assessing the ice damage from the ice storm we got, I was told by this poor woman that she got a nasty phone call from a board member, because she spoke to someone that isn't very well liked in the community, but the poor woman had no clue who this person was, she never saw her before in her life, and was just having conversation with her. How pathetic is that? What is it anyone's business who anyone speaks to and who they don't? I mean cmon now, there was no harm done in having a conversation with someone, especially when that conversation was brought up by the other party! The conversation had nothing to do with the community or anything in it! Maybe you should look into these things, as I have done, and start asking yourself questions, then maybe you'll see what others have seen and posted about here, and many other sites on the internet. Until then, may I suggest you stop picking on people and bullying them with threats of a "lawsuit", it's not very mature on your part, and just makes a lot of people more aggresive toward your response. I don't know you, or at least I don't think I do, and to my knowledge, I haven't done a thing to anger you personally, so why attack me like this? My addage to this is, if the truth hurts, then so be it, if the shoe fits, wear it! I have never stolen a thing from anyone in my entire life, I was taught that if it's not worth asking for, it's not worth having. So in closing, all I ask is that you do some research before you start attacking people and calling them "liars".

Rumor, Speculation or Innuendo, unless you have knowledge that your statements are true. This line was taken from Ripoff.com. Debbie your whole letter is nothing but false rumors. I have lived in Indian Country for over ten years. I have seen it good and bad, the Board of Directors and the good people of Indian Country have worked hard to clean up Indian Country, and it is once again a nice place to live-vacation. As for your statements, one thing I have learned over the years is people accuse people of things they have done themselves or of their own flaws. As for Board Members stealing ICC has an Outside Accountant and a Bookkeeper. ICC operates on approx. $118,000.00 a year with this money all bills are paid. (garbage, road repairs, snow and ice removal, bathhouse, pool maintenance, insurances, accountant, lawyer, utility bills plus other bills i am sure i have not mentioned. The only true statement i find in Debbie's letter is that ICC did put a new pool in and that the old pool was closed for three years. ICC had a special assessment to pay for the new pool, ICC dose pay for the maintenance of the pool out their operating budget, but a new pool to replace a 35 year old pool was not in the budget. A special assessment is a way for a HOA to raise money to repair, replace or to pay a bill that was not planed for but must be done. A special assessment allows a HOA to raise the money they need to do what needs to be done with out raising basic dues,fees,assessments. As for Debbie's other statements Indian Country has the same problems any other association, township or city has. ICC is enforcing their Rules and Regulations just as you would have to follow rules/laws any where you lived. In closing I demand that you provide proof of your statements, and i encourage the Board to file suite against you for your lies!
