Collection agencies like to threaten suing a lot but only a few actually do.
Now, you mentioned before that you paid $15k and still owed them more money? What "services" did they provide for your company? It's going to boil down to the contract in the end.
But do what the other posters said about contacting the AG.

I am in the process of filing a complaint with the Attorney General's office as we speak. These people have to be stopped!! They are all getting rich at the expense of small business and it has got to end.

Please call the California Attorney General's Office a.s.a.p. and let them know what happened to you. They already have a huge number of complaints on file and yours may be the one that pushes the AG's office into doing something about IPA.
I am a victim of IPA's scam too and I am located fairly close to Sunnyvale, Ca. It is unforunate that the owner of this web site will not let victims share contact information with each other as I a lot of information that I can share with you about IPA.
First thing you need to know. All that stuff they said to you, such as, "your file isn't there anymore" and how they are "going to file a lawsuit against you" all of that stuff they said they are going to do, all of it is B/S. It is a scare tactic that they are famous for using as they attemp to psychologically beat the former client into submission. They do it to everybody.
Think about this for a second. Most small businesses can't afford to hire attorneys and then to pay court costs for a lawsuit filed against in the State of Illinois, especially now that they are suffering from all of the financial damage that IPA recently caused to your business . . . this is all a part of the scheme, you see. Because, now, IPA has you where they want you and now they have played their psychological trump card on you by threatening to file a lawsuit against you.
Think about it . . . can you think of a better way get more money out of a victim than to threaten them with high dollar lawsuit that the victim already knows they could never afford to fight to begin with? Well, that's exactly what they are doing.
So, IPA will continue to pressure you hard, reminding you how expensive it is going to be for to fight them in an Illinois court room. And IPA will file the lawsuit and they will keep applying the pressure on you. However, just before any real court proceedings are about to take place, IPA will offer you a deal. They will say, "Okay, Denise, lets not take this thing into court and cause everybody to spend more money. Let's try and settle this thing right here and now. How about if IPA agrees to accept some of the responsibility for things not going along as planned but you, in turn, also have to accept some of the blame for what happened. So, in an effort to be fair, this is what IPA can do to settle this thing once and for all. We are prepared cut your bill in half. This means you only owe us 50% of the total balance due, Denise, what do you say? That is as good a deal as you will get from anybody."
And very sadley, most victims have been beaten down so badly, they end up thinking that this "deal" is the only escape route out and away from IPA, and so they bite.
Don't do this Denise! Don't become a victim to IPA twice.
Denise, are you familiar with the Penneysaver insert that comes inside one of the SF Bay Area newspapers? I want you to keep an eye out for this insert and just promise me that you will read the all of the ads posted in their up coming weekly publications in April. Please, just humor me . . . you will understand why later.

Well John,
Seems like the snake in you keeps popping up its ugly head. You are part of IPA and all you did when you were here was brag about how much money you had....thats cause all you do is rip people off. You take advantage of a small business that is in trouble financially and instead of helping them like you say you will, you are only worried about making IPA richer. Your Cash Flow chart is very effective for IPA. We figured out that is why you want it faxed over to Dan Schneider each day, so you can figure out just how much to pull out of the company to pay IPA. I though it was strange how you kept telling me just how important the cash flow chart was, but for 3 weeks you kept pushing our vendors back and back just so IPA could get paid.
I hope everyone out there investigates you guys before they let you in their business. Its Companies like you that run people out of business.
By the way John, we found something on our computer system that was downloaded by accident I am sure. Part of the instructions that you give your Consultants says"It is expected that you return to the client in approximately three months after project conclusion for a Quarterly review. A 50 hour expansion provides you a $350.00 bonus."
Also, why is it John that you charge the client for airfare, rental car, hotel, meals etc, but you never give them receipts. Don't you think it is only fair that we get copies?

If you racked up a bill, why should that company (IPA) be responsible for it. I'm aware you could have kicked them out at any time, yet you continued... and now you don't want to pay them....
Typical.
And you people wonder why small business in America is so in trouble? None of you want to take any responsibility for your own actions in your lives and businesses and it's always someone else's fault...
Grow up, pay your bills, and have some d**n accountability in your life.... You are the alcoholic who says "i'm going to stop drinking after I finish this case that I bought."

If not, you might want to start there. This company has had many complaints on this site (and other sites). If you know where there corporate office is located, contact that AG's office as well.
