Larry, I know it's been a long time since your post, but Mr. Seaman is still active in Michigan. I had seen and heard his name several times over the past two years, since I took over as CFO of this company. I finally met him two days ago, when he stopped in to the office, hopeful that he would meet with the President of the company. As I had already told several reps from IPA and IBA that we were not interested in their services, I would not let Gary past the foyer. I explained to him, as I explained to others from the company, that I am a CPA and an attorney, that I have been dealing with corporate finance and tax law for over a decade, and that we employ a very competent business law firm and CPA firm to fill in the gaps. Therefore, I am not willing to discuss this matter in any more depth than to tell him, yet again, that I am not interested.
The following day, I recieved a call from IPA (it was a call for the President of the company, but our receptionsit had heard me bad-mouthing IPA and she knew to direct the call to my attention). The clown on the other end of the line told me that he needed to talk to our President, Wayne. When I informed him that he was talking to the only person he needed to talk to, as I am the one who makes decisions related to professional services, he made some snide comment about how I'm not the owner and am not important enough to talk with - I think his exact words were "our policy is to only deal with the company ower". When he insisted that he needed to talk to our President, I responded, "it's never going to happen" and he said [get this] "what, is Wayne in a coma or something?" The nerve of the little pissant. Needless to say, I hung up on him with the customary, "do not ever call here again".
I am now awaiting the next call from these slime-bags, now that I've taken the time to look into their company, and know that they are currently defending a federal RICO lawsuit, an EEOC sexual harrasment lawsuit and hundereds of complaints filed with various agencies. I also learned about the checkered past of their Managing Director, which, according to my reading, involves convictions for crimes of dishonesty, as well as a guilty plea to a criminal charge stemming from engaging in illegal activity with an underaged prostitute. A real stand up guy, heading up a real stand up company.

These guys won't give up. I don't answer my phone anymore unless my employee tells me your name and If I don't recognize it I have them take a message. Today Gary Seaman from IPA just walked into my office. I was busy talking to a factory rep of ours but I told him to have a seat. As I was talking to a Rep I took his card and added it to my others and he was reading a journal of all the times I asked to be put on a DO NOT CALL LIST. he still tried to sell me and I had to cut him off. he said that he won't be back but can't guarantee others won't show up.

If I keep the caller on the phone as long as possible, talking about the previous calls, and how the visit by their representative was not helpful, they eventually hang up on me and do not call for several weeks, if not months. I sometimes put them on hold for a while too. They called me, I did not call them, I told them before that we will call them when we need them (not) and that we will NOT pay them anything now or in the future. I can also tell them our company is in direct competition with them and they want to make US more efficient? That usually makes them go away. Sometimes I try to sell unsolicited callers something, (we actually have a product to sell them) that is fun too, pass it around to the other sales people here.

Because it seems to be a big business, how about contacting directly the legal department? On their website there is e-mail address, phone number to this department.
If you quote them the relevant FCC code, the possibility to report them - they might back up.
It is possible that they outsourced the telemarketing. (Still they are responsible for the violation.)
Or it is possible that some scammers use the NAME of this legitimate business.
Do NOT give them more than your phone number that they call. (No need for name, address that they can use for more harassment.)
Do you have caller id? Do these people call you always from the same number?
