A charge was approved without verification of person making charge being who they claimed. Most unusual was the fact that charge was made on the 16th but was dated the 17th. My company notified me the day before charge. How can this be? Other charges were attempted, but other companies declined, it appears other companies are far more cautious in the way they do business.

Hitting a few of your points.  There is purchase date and posting date.   The purchsae could have been made on the 16th, but they didn't actually "post" the charge until the 17th.  This actually happens quite often and is because of several factors, some because of hte merchant, some because of the bank. 

As for the purchase.  Merchants do not validate every single purchase made on line by personally contacting the real card holder.  If a person goes to a store and has a card merchants will generally not verify the card holder.  In fact the terms of the major credit cards actually restrict a merchant from requesting ID if the back of the card is signed and the signature matches.  So if someone created a "fake" card and signed the way they signed, that is enough for the CC companies to say it is a valid charge.  This is actually a primary reason credit card companies are going to the "chip" cards as they are virtually impossible to counterfeit in this way.

As for the other merchants that denied the charge.  I doesn't work that way.

The only way you would know the card was attempted to be used by other merchants is if they put the card through for authorization.  If the bank authorizes that is all that matters to the merchant.  They are not going to submit a card to the bank and say they declined it.  In these cases like what happened with you.  It appears that your bank had suspected fraud and suspended the card.  Thus every attempted charge on the card would be declined, and noted in their system.

So give a big thanks to your bank that they were able to detect this and stop it before it got really bad, and realize that this is how it is supposed to work.
