Beware of 4 plex apartment complex located at 1220 E. Jarvis, Mesa, Arizona 85204. Co-owner is a drunk and has numerous reports done with Mesa Police Department. On June 6th, 2008 he sexually harassed a tenant that had a 4 month old baby. He knocked on the door, and since she was on the phone and thought he was there to fix something, let him in. He grabbed her breasts and was in tears.
She was so scared, she fled to our apartment. The police were called and she filed a injunction. On June 28th, 2008, when we were moving out, he was drunk again and sat in a lawn chair blocking our apartment gate so we could not get things out into our moving truck. Our 30 day notice, which, by the way, was in retaliation because I, a former g/f had moved out of his apartment due to violence, was not up until July 2, 2008. The police were again called and he snuck back into his apartment and refused to come out. Even his mommy (who owns the apartments) tried to get him to come out. This man is 36 yrs old and behaves like a 5 yr old child.
Richard Orto has a Cox cable TV cable running from his mothers apartment next door to his so he can get free cable. He also has a line running for the phone so he can get his beloved internet from her apartment to his. How do I know this? I was in a relationship with this psycho for 6 years and lived with him for 1 1/2 years.
Now I have moved out and gone on with my life he is harassing my family and I have had it. I want everyone to know the low down dirty things he and his mother have done to tenants:
1. Instead of replacing "cottage cheese" ceiling in one of the apartments correctly, they bought drywall, painted it while and put rice on it and then repainted it.
2. Richard has turned off the electricity to tenants apts to piss them off.
3. Rent is paid in cash so not to show income for Judith or Richard.

That the woman known as CJ Black Widow is here, posting personal information and accusations about someone and no criminal charges have been filed. Spreading false rumours and innuendo about someone who has no criminal charges pending? For shame. This sounds more like a disgruntled ex-lover than it does a real issue. Obviously you overlooked all of these "issues" while you were living with him as it benefited you.

He also owns a 1999 Dodge pickup with a 4 inch lift and 37 inch tires which he sinks money into monthly.
