unfortunately this is common issue in rhode island. i've found myself victimized from a different end of a similar situation (see:Dan Shabo scammed me out of my vehicle.) since my experience i have heard of that particular dealer selling at least two more vehicles without titles. no action has been taken against him. instead he actually seems to be profitting from it. his inventory has at least doubled since it happened to me. there does not seem to be any legal foundation protecting consumers from scam artist dealers in rhode island. i have dealt with the state police who act sincere but end up blowing you off. you cannot deal directly with the atty general's office. the only thing that you can do and that an atty would advise you to do around here is exactly what you are doing. however, it seems that the only thing that works is taking the problem into your own hands which is going to be difficult from 2400 miles away. if it were possible, i'd willingly get involved in a class-action lawsuit against used dealers in the foster/chepachet area. unfortunately that's not feasible and i really wonder right now if the judges in rhode island are on the take as well. sorry not to have been any help. hopefully the dealer commission takes away this guys license.
