If you travel a lot you should know all about baggage restrictions and $25 is nothing. I paid 440 euros to take one 21 kg suitcase from MIlan to Johannesburg becuase the baggae allowance was 18kg for my ticket. I paid 650 pounds sterling or about $1100 to take some boxes from London to Bermuda, paid $400 on Continental to take an extra 8 kilos from San Diego to Milan, and then most recently paid $25 to take an extra 10lbs from Dallas to Bermuda when I was travelling in First Class and I am a one world saphire tier member.

The wording is what got you here. The two bags couldn't be over 40k. That's what you were told. In their mind's, that means 20k per bag. One bag was over 20k by 3k. Couldn't you have shifted some of the weight from one bag to another? Last time I took my grandkids to the airport, I was shocked at what they charged for overweight bags. Some lady had a bag that weighed over 100 lbs. I think they were gonna charge her like an extra $100 or so. Saw on airline(A&E) where one lady, traveling with 5 kids, had 15 big boxes or so. Nothing the airline could do. Their comment was, she knows the system. With fuel cost being the way they are, they're watching the weights like hawks.
