Reward for bad behaviour is very common at Maximus HCO. It depends on who you know and who you hang out with.
Carlos Garcia frequently boasts to female CSR he is well connected to Ferdinand Morales and other higher-ups at HCO. While sexually harassing and shaking down newly hired female CSRS for sex, those who complaint were retaliated against and suffer negative action as a result of complaining. Some were denied direct hiring opportunities while others were given poor work evaluations, or being denied promotional such as a position on a project.
Since Mr. Garcia was part of the corrupt clique at HCO, he was never reprimand for his despicable conduct; instead he was rewarded and promoted to Filed Operation Manager.
