My son received this "gift" from a family member. After being charged $11.90 for doing nothing, we tried to activate the card. No can do, it says that they can't verify identity. Likely--by the time they verify the identity, all of the money will be used on the card. Do yourself a favor, if you want to give cash as a gift, mail it as it will have a better chance of arrival to the intended person rather than be sucked away in outrageous fees.

Their customer service is atrocious! Don't bother calling.. you won't get anywhere. None of the reps can even speak English and they will give you a bogus reference number and tell you it will take 1-3 business days to fix the problem and then they never fix it and when you call back, they have no idea what you're talking about.
They have $230 of mine held hostage. It's total BS.. If people are spending their money on your products, you need to fix their problem NOW... not a day or even a week from now!
I will never purchase another one of these cards again and have a blog and facebook page dedicated to everyone who has been ripped off by Pay Power Visa.
Get Vanilla Visa instead! Their customer service is top notch and they fix your problem within MINUTES!
