We paid in full $6000.00 for a trip to Carnival 2009 in Rio de Janerio. It was suppose to be a 10 day in Counrty trip which included air fare and beach front 2 bedroom apartment.
Earl Perser canceled the trip 3 dyas before departure. He has not returned our money even after omitting numberous times through e-mail he owes us this money.
We signed crimmal complaint (Theft by Deception NJS 2C:20-4A) with State of NJ 7/22/09 and Mr Perser appered in court 8/19/09 as summoned. The case is in the court system now.
Mr Perser claims his business is still up and running. He is still collecting monies for trips to Brazil. The website is still up too.

The Balhers Travel Club is a 'Tour Operator', We specializing in group travel from the United States to Rio de Janeiro Brazil. We have been in business for over 11 years and have successfully conducted thousands of tours for clients from the United States to Rio de Janeiro Brazil. We provide the best accomodations, safety and security, while allowing our clients to have the best time of there life with out any problems. Four (4) days before Mr. Malloy was scheduled to leave on his scheduled tour to go to Carnival in Rio de Janeiro Brazil, Feb 2009, he called our office and 'Canceled' his trip!!! Before any payments are accepted from any clients, they 'MUST' read and sign our 'Tour Operators Agreement'. The ageement clearly states that understand that our business is being done outside of the United States and that all monies paid to parties in Brazil are 'NON Refundable'. This is the same agreement that we have used for over 11 years!! Mr. Malloy read and signed this agreement, he 'Totally' understood, and we have the signed agreement in our office. After the company made payments for apartment accomodations for Mr. Malloy's tour. Four (4) day before Mr. Malloy was supposed to depart, he 'Canceled' his trip! he has made false statement and we are in court now to prove this. We have never had any complaints in our 11 years of operation!
