This morning I contacted NCO and talked to a very rude woman. The person who accrued this bill has the same name as me, lived in Arlington, Texas and was born 13 years after me and in a different month. I have never lived in Arlington and have lived at this same address for 13 years. Apparently this company sends collection letters to everyone with the same name in hopes to get a hit.

You were right not to give them your Social Security number. Send them a letter, certified mail, return receipt requested, advising them that this is not your account and they are to not contact you regarding the same. For good measure you might copy and send the same letter to the credit reporting agencies and your state Attorney General's office (make sure NCO knows you are doing this) in case they try to tack it on your credit report later.
