As a new comer model, you can arrange your own photographer, make-up, and studio for less than $500, sometimes for free (TFP), or even get paid with no experience Trade time for pictures and you will receive a good batch of images for your portfolio, whiles the photographer or studio uses your pictures for their portfolio as well. If you want to get work, search the internet for casting calls, model positions, and model work in and around the area. Some companies will fly you to their location and their own expense if they like you enough to hire you for a project. Even some of the local photographers will pay you for model time for the same purpose as you, getting good pictures for their portfolios. Everyone wants to get paid eventually, if you stay in the model circles and meet people who are actually finding work, you might be able to follow. There is work available here in the Phoenix area (photographers, productions companies, artists, model for art classes) and being close to CA helps as well. Save your money for traveling and your wardrobe instead of handing it to someone who make no promise to you. Remember to tell everyone about your experiences and/or problems with agencies, photographers, talent sources, etc.
