When your lease is up, the management can increase the rent as they see fit (up to what is considered an "unreasonable increase" under the law). What they CANNOT do is raise the rent BEFORE the yearly lease is up. I feel your friend's pain... I moved into my apartment almost 3 year ago. Initially the rent was $1,070, then $1,090, now $1,145.
