When purchasing advertising especially full color usually 50% of the cost of ad is paid upfront to pay suppliers, graphic artists, and other ongoing expenses. The company keeps records of the artwork for renewals of ads for the following years advertising sales to make in case the customer wants to keep the same ad or to make changes. My association with the company for a great many years says that your comment of the company not printing the ad is incorrect.
