Don't bother talking to these people on the phone. you'll just get caught up in an endless cycle of ever-increasing late fees, and other creative fees that they'll attach to your account. Keep all communications with them in WRITING. Send a letter to them informing that you want to terminate the account. IMPORTANT: send this letter via Registered Mail with return receipt. this will cost $3 at the post office, but it's worth it. In your letter, include the registered/certified mail # on the card to make it look official. These companies are highly predatory and they'll keep taking advantage of you forever if you don't take aggressive action and demonstrate to them that you mean business. These companies specialize in screwing over poor/low-income people whom they believe can't/won't fight back. show them otherwise. Sending a request to close an account with return receipt creates a legal paper trail that they can't weasel out of and demonstrates to them that you mean business. If you need to communicate with them further, gain use a certified letter.
