Complaint Review: Patricia Foltz - Catonsville Maryland

In Nov of 2015, I took a room for rent at 5703 Edmondson Ave. It was being rented out by a scam artist named Darien Small. He was renting the house from Patty Foltz. At the time we did not know she was the owner of the house until she found out about him renting rooms and not paying her so she filed for eviction of everyone. I made a deal with her to keep renting the room and paying her directly because myself and my daughter had nowhere to go. The rent that Darien small was charging me was 900 a month for the room. It was an outrageous amount but we would have been homeless if I didnt take it.

After Patty evicted him and others she promised my rent would go down after 2 months. The other roommate who also made a deal with her ended up dying from natural causes in her room. Her body fluids leaked into the wood floor in the bedroom and was never properly cleaned up at all. I asked Patty at that point if I could rent out the whole apartment for 900. She never responded then claimed she was in debt due to lawyer fees. She then rented out that room to another girl who was so dirty that it caused mice and roaches to infest the apartment. After numerous complaints Patty did nothing to get rid of them. The second roommate then refused to pay her and Patty filed for eviction. After the girl was gone I again asked if I could rent the whole apartment. No answer. All of the apartment on the whole block are being rented out for no more than 700 and yet Patty was charging me 900 for a single room and then blaming me that no one else wanted to rent the other room because of my toddler child. The tenant downstairs in that apartment is paying 925, plus their electric plus the water bill for the entire house. The tenant down there is also a well known drug addict and admitted at one point of cooking drugs downstairs in which the fire department had to be called because he left the gas on the stove on making it a safety issue for the whole house. He also does cocaine and other hardcore drugs.

At that point I refused to keep paying 900 a month to her. I had lost my job and was able to get another but with less hours. She refused to go down on my rent. She also had an inspector come and test paint for lead. He only tested the walls that were newly painted. Not the ones with paint chipping off of them. Its obvious she has connections and can go around the law in regards to state inspections. She also lives on Florida during the winter and has one of her associates write receipts in her name. When she filed for eviction with me she claimed I didnt pay for the entire month of May. Yet I had my rent receipt proving I did. She does not keep track of how much she is paid and you have to ask her for a receipt when giving money to her directly. I also had no lease which I asked her on multiple occasions to give me one so I could obtain help to pay rent. She does not like to give leases. She also claimed all the furniture in the apartment was hers yet none of it was.

The upstairs apartment is not up to code nor is the electrical wiring in the house. She did not care about anything but money. I should have put rent in escrow but did not think of it during all of this. I want to warn those who rent from her especially her tenants that have no current lease. She prefers to have verbal agreements . I also doubt that she claimed any of my rent money on her taxes which means she owes the state and the government money. There is already another report on here that was filed in 2015. So this isint the first time she has scammed someone. She is a horrible landlord and doesn't even care about the downstairs tenant doing drugs as long as he pays her rent. And last I heard after I left she turned around and is renting the whole apartment for 900. Which is what I was asking her for a whole year. She is dirty and will do anything to get money and will not fix or take care of any issues. Just be careful if you rent from her and make sure every communication with her is in written proof.
