My truck was not properly secured to the tow truck upon removal. My vehicle was dragged approximately 50 from where it was parked 'illegally'. The tow truck driver blocked me in so I could not leave. I was really just parked in front of the garage to drop something off through the garage. I was told it would cost $180 to have my vehicle released from their lot, but was charged $220 and was told that if I did not want to pay said amount, I could pay for another towing fee, storage, mileage, dolly use, etc. totally $300 plus.

Towing laws

In some jurisdictions, it is illegal to tow an occupied vehicle, as this could constitute kidnapping. This is a method used by some people to prevent a car from being towed.

California

California law requires the tow company to immediately and unconditionally release a vehicle if the driver arrives prior to it being towed from the private property and in transit. The intent was to avoid the likelihood of dangerous and violent confrontation and physical injury to vehicle owners and towing operators, the stranding of vehicle owners and their passengers at a dangerous time and location, and impeding expedited vehicle recovery, without wasting law enforcements limited resources. [6]

pay with a credit card, dispute the  charge, let them try to take you to small claims court.
