Robyn The best thing you can do is to not sell overseas. International transactions have diffrent rules than US regulations. Block international transactions with paypal to avoid the pitfalls of buyer protection; you can accept international money orders without any problems unless your bank will not cash them. Pay Pal is a good company partnered with ebay to transfer money to consumers who do not have a merchants account. Their services are good overall, I do not always agree with them; Pay Pal is usually compliant with the money transaction laws. The chargeback you experienced is unfortunite and you can contest the actions of Pay Pal with the 'Banking Comission' in your state.
