One thing you could have done was pay for the shipping for him to return it. If I received the wrong item I certainly would not want to be paying shipping to return the item that was wrong in the first place. On the other hand it was pretty shady for him to decept Paypal with that kind of loophole as well.

The window sold for $29.76 plus $36.90 shipping. You said "I made a shipping mistake and sent him the wrong window. Needless to say He was very Upset. I didnt blame him But I told him to return the item to me and I will refund his money". Did you make it clear to him you would also pay for return shipping? It would make very little sense for you to pay $30 or so to have the window shipped back. The logical thing for you to do would be to refund the money and tell him to throw the window away since return shipping would be approximately what the window would sell for. So, if I were the buyer, I would suspect you were planning to rip me off at least for the return shipping. I certainly wouldn't want to be out $30 or so for your mistake. But I may be wrong. Did you offer to pay for return shipping??
