PayPal Buyer Protection only applies to PayPal payments for certain tangible, physical goods that can be shipped. We are unable to grant you a refund because your payment was for one of the following items:
Intangible items, including Digital Goods
Services
Real estate, including residential property
Businesses
Vehicles, including motor vehicles, motorcycles, caravans, aircraft and boats
Deposits made for vehicles or other items
Custom made items
Travel tickets, including airline flight tickets
Items prohibited by the PayPal Acceptable Use Policy
Items which you collect in person, or arrange to be collected on your behalf
Items that violate eBay?s Prohibited or Restricted Items Policy
Industrial machinery used in manufacturing
Items equivalent to cash, including prepaid or gift cards
PayPal Direct Payments
Virtual Terminal Payments
Personal Payments
However, you can still file a report online through the Internet Crime Complaint Center, or IC3.
The IC3 was established as a partnership between the Federal Bureau of Investigation (FBI) and the National White Collar Crime Center (NW3C) to serve as a means to receive Internet related criminal complaints.
The IC3 accepts online Internet crime complaints from either the actual victim or from a third party to the complainant. They will process your complaint if they receive accurate and complete information from you.
When filing a complaint, provide the following information:
Your name
Your mailing address
Your telephone number
The name, address, telephone number, and Web address, if available, of the individual or organization you believe defrauded you.
Specific details on how, why, and when you believe you were defrauded. Any other relevant information you believe is necessary to support your complaint.
You can file a complaint with the IC3 at www.ic3.gov.

eligible for the dispute resolution process.
PayPal Purchase Protection only applies to tangible, physical goods that
can be shipped. Payments for intangible items, services, licenses, or
other digital content are not eligible for dispute resolution. This also
applies to prohibited items as outlined in the PayPal Acceptable Use
policy (URL: https://cms.paypal.com/us/cgi-bin/?&cmd=_render-content&content_ID=ua/AcceptableUse_full&locale.x=en_US).
While we haven?t taken action at this time, we do keep track of
complaints, and have noted your dissatisfaction in this particular
seller?s account. Rest assured, sellers who consistently receive
complaints are investigated.
