This is the email I sent to PayPal:

I'm sure I don't have the right department, but since you obviously "outsource" your Customer Service Department & when I asked to speak with a person who speaks fluent "English", I was then put on hold for over 10 minutes. I DON'T HAVE TIME TO SIT ON HOLD ON THE PHONE JUST BECAUSE I WANT TO SPEAK TO SOMEONE THAT I CAN UNDERSTAND. SORRY, BUT I LIVE IN THE USA NOT INDIA. 

On 6/7/2013, I made some purchases in error. I contacted each seller to cancel the transactions. My account is set up as instant transfer from my bank account. On 6/10/2013 you withdrew $34.00 from my checking account causing me an overdraft fee of $36.00. I filed a dispute with my bank & they refunded the overdraft fee on 6/18/2013. I have received 2 emails from PayPal stating that you are trying to take another $34.00 out of my account & it is declined. When I called the first I would either close my account or file a complaint against PayPal.

Once again, I've received an email from PayPal 6/18/2013 stating that you are trying to debit my checking account for another $34.00. I AM TIRED OF SCREWING WITH "YOU PEOPLE". THEREFORE, I AM FILING A DISPUTE AGAINST PAYPAL WITH THE BETTER BUSINESS BUREAU, THE ATTORNEY GENERAL & THE INTERNET "RIPOFF REPORT" WEBSITE. YOU HAVE ALREADY DEBITED MY CHECKING ACCOUNT FOR $34.00 ON 6/10/2013. STOP TRYING TO DEBIT MY CHECKING A SECOND TIME. IF THIS HAPPENS AGAIN I WILL HAVE NO OTHER CHOICE BUT TO CLOSE MY PAYPAL ACCOUNT & SEEK LEGAL COUNSEL AGAINST PAYPAL FOR FRAUD.
