Just thought of a possibility that they closed your account to prevent the hacker from doing more damage, like reporting a problem with a credit card, they issue you a new card.
Its high risk keeping the same credit card number, after being misused by someone, unknown to the user of the card.
I had someone hack into my account from unknown person, took out money, from PayPal account and both Credit Card numbers stored there once, yet had several returns from people who cheat also. I had same ID and Changed Email and Password to continue.
Then later someone sent email to both email accounts, to get me to refuse something I bought, they refused to pay me after telling me to do it, I called them on the phone, they promised to pay me, told me to wait, yet later refused to do what they promised, to me it sounds like someone at Paypal was looking for someway to cheat me.
Ebay or Paypal can do strange things sometime, I agree.

You should probably browse this site and look at the complaints on amazon. They aren't any better.
As for high risk, you got hacked. Even getting hacked once means you are high risk. It shows that you are not careful with your internet security.
