I found through Google a company to issue a virtual Visa card to help me with my Paypal account. I live in Tijuana Mexico and have a bank account and credit card here but they are a little different here so i had to look for a different way to verify my Paypal account.
Pegcard came up and promised a vvc with immediate email delivery and promised instant activation of my Paypal account.
So I bought one and Wow and within 2 minutes I had my vvc number and info when i went to the Paypal website and entered the info that i had purchased it said invalid. not once but more that 15times so i sent an email and waited and waited and nothing and i investigated on line for any fraud reports and nothing so I said maybe it was just me. So stupidly i tried again and again the same problem,
So i found another company and the vvc they issued did work so I emailed this company and asked for a refund of 2 X $19.99 and then later recieved a reissue of 2 card numbers that I don't need or never will need again.
I have sent numerous emails and to have them never return my money!
I turned in a report to paypal and they woun't help me they said because it wasn't purchased on Ebay i am just basically screwed.
Later i have found many that have had the same problem with this guy I think he is in the Phillipians.
They refuse to give me his details. Is paypal protecting a thief?
