The operation this person uses is to contact equipment brokers and inform them he is making aquisitions for his mining operations world wide. He has a very strong working knowledge of the industry to in include equipment, locations and specifications involved.

He is very convincing until it is time to show payment or explain the monetary side. He will tell a story about how all of his money is held by international boards and that the hundreds of millions he holds in the dmestic united states has been held by the FBI and homeland security due to a questionable wire transfer from one of the operations in Ethiopia. He claims to sit on numerous boards and has funding in the billions to become operational but he needs to pay all the fees and have attorneys handle all the legal documents in the united states. he will also claim that he has one judgments over the FBI and his cash is now ready for deposits into banks such as Chase, Wellsfago and Barclays. No one at any of these named institutions have ever heard of him

He will continue to spin his story while asking you to source more equipment and a promise that payment is coming this week. He will not sign anything, he will never take a face to face meeting or provide his address. He does not use a voicemail but does call you nonstop mostly in the evening and sends emails continuing his elaboarte stories.  The money never comes and when you finally call it quits he spins another story about government conspiracy and how every bank keeps charging him so much money he has none left to get it done.

 

That is when he asks a person to open accounts for him and deposit funds so he can then have his associates in the states move all the cash and make deposits so he can buy equipment and get operational. He does all this under the pretext of making a deal with you to be his buyer of again hundreds of millions of dollars in equipment and if you will just help him out he will wire within 24 hours millions of dollars to you for the effort.

 

After investigating this further the phone number is an online number routed to a cell phone. The emails use an IP hider so you cant see his IP address and his stories change just enough so that when you push him he is either travelling to a foreign country or has become sick and is in a hospital but none of that stops him from calling and continuing his lines. 

He has contacted brokers, dealers, real estate agents, online inquiries, mechanics, geologist and will speak to anyone willing to listen and buy into his scam.

Yet! No one has ever heard of him in the mining community and I even had him vetted in the organizations he claims to be a member of and the results are not valid and no one I repeat no one has ever heard of him but they have all heard this story and the scam attempts.

 I was contacted by Phil in 2015 in connection to some claims I held at the time. The information written above was almost verbatim the same story that was told to me. Over a billion in "Heritage Funds" held in various banks all over the world and his struggle with the FBI, Homeland Security, etc in getting the funds released. No picture of him, social media profile, or address can be found anywhere. He has tremendous knowledge as well as a "family history" that interestly enough comes from a real Arcturus Mine in which there is a long history and lots of information online. However, his name is nowhere to be found in connection to it. I was also asked for money to help "free up" the millions and that was denied. There was also an attempt to share dozens of routing and account numbers given in his request to "help him speed the process of getting everything wrapped up" I hope this man is exposed for the truth one way or another before someone loses everything.

 This person contacted me several times after seeing trucks I advertised for sale. He talked a good talk and the above story is exactly accurate. He called me all the time and kept repeating the story of his money would be released soon. He did not even want an invoice or negotiate the price. I am glad someone reported this because he repeatedly asked me for my wire info and was very interested in what bank would be used. He is a scam from my point of view.
