My experience with PhotonVPS is also very disappointing. I asked them to create a simple VPS account for me. The promised me to created it before weekend, so that I can setup it for use next Monday.
Here the log of events:

No mail received about the VPS. I had hoped i could start setting up already.

Till now nothing has been done. Of course I have already paid their invoice. I hope this is only a glitch, and it will be fixed the next days :-((
