Lies are common in e-mail. Just because the person claimed to be 16 in an e-mail does not mean that the person really was. The person might have been 18, 20, or any other age (or male). POF does not know that the person was a minor, and neither do you.

I wonder if this is actually even a real report. On one hand you are saying that because you were a guy it was okay to be on these dating sites when you are 16. Yet now that you are 20 you want this to no longer be available. At the very least doesn't that seem a little hypocritical on your part? At most doesn't it seem a bit "sexist" if you really only think it is wrong for girls when you seem to have no problem for guy's doing this?
Next when you notified them what proof did you send? Did you send it to the correct address? Did they send you a message through POF? Did they send you an e-mail outside of POF? They are not going to just take your word for it. So unless it is something that POF can verify they are not going to take any action. After all think of it this way. What if someone out of the blue just said you were 16 and they closed your account. You would be here screaming that they didn't verify the information.
Oh and as to the question if you have to be 18. If you read the Terms of Service of POF they require a user to be at least 18 to in their words "visit or use this web site in any way".

Does the site claim to be for those 18 years of age or older only?
Also, last time I checked at least, it wasn't illegal to date when you were 16. The site is not soliciting for sex or any other illegal act with a minor, I dont see what the issue is with a minor on a dating site?
