HOW DOES THIS COINCIDE WITH THEIR ADVERTISEMENT:( POPULAR OFFERS SOLUTIONS TO ALL YOUR FINANCIAL NEEDS ).THIS IS FRAUD ,DECEIT ,MISREPRESENTATION:CALIF LABOR CODES:1050-1053.NO CUSTOMER WANTS TO BE LEFT IN THE DARK IF ACCOUNT IN THE RED.CUSTOMERS NEED TO BE INFORMED VERBALLY AND IN WRITING.NOT SUBJECT TO CONSITENT HIDDEN FEES,WITH INTEREST.SUCH A AUTOMATIC PAYMENT TO THE VETERAN'S HOSPITAL.FOR :$20.00 NOW $143.00.ARE NOT BANKS SUBJECT TO ETHICS?SUCH AS:CODE OF BANKING PRACTICE)CHARGES AND FEES?

 

Today I stoped by my bank today.Tuesday ,Feb.25,2014.It was approximately between :4:30pm and 5:00pm.I decided to speak to a bank manager ,did not obtatin his business card. I needed help changing my online bank account. He did assist me.***Then it was brought to my attention this bank:( 13011 Brookhurst St.Garden Grove,CA 92843 ( 714) 530-1111 ext.4 /1-800-377-0800. The male Asian adult that assisted me today that my account was in the red. Now the reason this upset me is approximately a month or two

back ,perhaps : Jan 2014 or Dec.2013 I asked a male Asian adult to help me :( close my current checking account ) .The concern was: I accidently forgot my check book at: Advance America in , Huntington Beach.The employee of this establishment informed me that a customer found it and turned it in. That same day ,I recall speaking with a male Asian adult that works in the bank.The name could have started with a (Q ),do not recall.

I explained the situation.He indicated he could stop that checking account,and stated he did.Note: At this time I had some checks out to various loan by paydays.They would not accept temporary checks. Note: This bank employee verbally indicated I could also still use my (ATM card ). He stated this because ,not only did I request a (New Checking Account )but a (New Atm Card ). So at this time until my ( New Check books arrived ,I did not write any more checks , I tore those check books up ). I honored what this bank

employee stated ,I could use my ( ATM card ,until the new one arrives.  I informed the :American Legion to help me send my direct deposit to the ( Same bank but a new account with the same bank ). Then the Department of Veteran Affairs informed me when the :( Direct Deposit would go to my new checking account with this same bank in the city of Garden Grove. Note: Calif Labor Code:2924 ,states that for an act to be an act,the act must be proven to be wilful negligent with motive and intent. According to the female

Asian adult ,the business card given was: Khambolin Meas, she could be married.The last name does not appear to be Asian.She indicated to me today Feb.25,2014 ,that I have two accounts . Then its obvious the former employee did not do his job.He supposedly works in a bank and should have been informed by :Popular Headquaters should have informed him when the bank account would end.Note: It should have ended

automaticalyy when the direct deposit went to the new checking account. ( It did not ). Note: Because of the banks wiful neglect to keep the customer me informed ,they kept the other bank checking account open until now.This as a result provided me a false ( Ledger balance.The ledger balance is what you =have that came in . The available balance is what you can take out by:( ATM ). I informed the branch manager: Ms. Khambolin Meas, the receipts from : 7-Eleven are interlinked according to a office personel of ;Bank

Popular.These atm machines don't charge interest. Because they are interlinked. The ledger balance on all receipts from : 7-Eleven and available balance are correct. But what happend ??? The bank and employee that assisted me in obtaining a new checking account did not close the other checking account.This is a case of negligence on the banks be half. Note: Every month the Department of Veteran's Affairs takes out ;$20.00 ,but because of the other checking account with the same bank open it gave me a very false

impression of: ( Ledger and available balance )> So this bank appears to have been using silence of an entity ,based on time of discovery>Calif.Gov>Codes:911.23 and 911.64. This caused the automatic withdrawl from the :Department of Veteran's Affairs to be paid .Yet from the old account with a negative balance.So for a possible few months or other this bank has charged me penalty fees,with interest. This reminds me of :Credit card companies. They receive payment ,but wait and wait,to charge late fees to the

consumer.Thats why credit card companies wait to post a payment. See the movie with : Jim Carry,Enron. Charging consumers for none existant products. So now : Bank Popular Community Bank, is going to charge me : $ 143.00 in fines and penalty fees ,due to insificient funds. For not having :$20.00 in my account for the : Department of Veteran's Affairs. ( How do these actions coincide with their bank advertisement :( Popular offers the solution to all your financial needs )???? Answer it does not. I will not reccomend this

bank to no one. Note: The female I spoke with today indicated its the customers responsibility to review online banking statements. However; In times past experienced hard times speaking or getting a hold of some one to talk to on the phone. Lets not forget the bank is based in another country ;Spain. Also ; The headqurters are based in ; Puerto Rico. My act of not being aware of money being charged to me by this bank is a simple :(

Honest mistake of fact,Calif Penal Code:26.) Note: In addition she stated today its not the responsibility of the bank to review bank statemets or any poblems words to something of this effect. Note: My responce to this I have had problems acessing my online bank statent because consitent problems of getting regected when entering the correct pasword. Then former employees of this bank with a negative response. Words such as we have nothing to do with online banking you must call the number. So this was a

contributing factor in not reviewing online banking statements. Note: It should be the responsibility of all bank managers to speak in private to a valued customer if near is any negativity ,rather then condoning of hiden fees,penalty fees and fines. Out of ;( Due care,Calif Labor Code:2800 ). This code pertains to supervisors to employee.However; It should be the responsibility of the branch bank manager to inform a valued customer of any negativity. So as one day he finds out he now owes the bank :$20,000.00 ,in penalty

fees. This is :( Silence of an entity based on time of discovery ) Calif Gov.Codes:911.23 and 911.64. It shows lack of due care,lack of reasonable care ,and lack of loving care for a valued customer .For the following : ( motive and intent ,hidden financial gain.By lying in wait. This is no difference then a hospital that keeps a patient in the dark when the doctors have knowledge the patient has cancer.Yet wait until the patient has stage four cancer,to inform the patient. Why ? So the : PPO and HMO can save money.Continuing: If

now after The fees are paid ,I ever have problems acessing my online banking account when entering the correct user name and password,I will write this bank up again.This could be a lying in wait type of schem to discourage customers to check the account.To also include using a toll free number in times past hard to speak to some one about getting on the online checking account ? Continuing: I read bank's have a duty to inform

verbally and in writing or should. On a link: ( My bank account was frozen by the bank ,with out notification.Continuing: (pdf) Consumer Protection Code. Duty to honor checks. Duty of care.Duty of confidentiality.

I tried to read your ramblings and all I got out of this is that you have some strange facination with Asians and whether or not if they are married. 

Then something about Califorina Laws, a Puerto Rico bank and some regulation from the Bank of Ireland and getting a blood and urine test.

Beyond that I haven't got a clue as to what you are trying to say.
