Our water bills for a single family home consisting of myself, my wife and my two kids ages 4 and 10 months old are averaging $170 per month. After contacting the city they say my bill is so high because I have a 1" water meter. Ironically I happen to have a 3/4" water meter in the basement of my home that according to their technician is well within the distance from the street that the require it to be to be able to read it.

 After 8 pages of emails where RAWA acknowledged they installed the 1" meter at the street while the home was vacant, acknowledged that the meter in my basement is in fact theirs, and acknowledged that they would continue to bill me to the tune of $600 more per year than they should be based on the water meter in my home their only resolution is that I must allow them to come into my home and rip out the meter because it is their property. I must then pay a plumber to patch the hole that they leave there. If I choose I can also pay a plumber to have them install the same meter in the pit outside my home and then they will lower my bill.

The fact that I have a 3/4" RAWA issued meter in my basement restricting every drop of water coming into my house does not matter to them. They bill me a higher flat rate for my water and my sewer because "they don't know if it is a single family home or a commercial property". It is a single family home built in 1929 and I happen to be only the fourth owner of the home. The home has been owner occupied for all but 5 years of its existence (which is when RAWA snuck in and changed the meter so they could get higher rates).
There have been articles in the paper referring to their horrible customer service and lack of a fair appeals process.
