Mr. Salazar sold me a used underwater housing via Ebay, which was supposed to be in excellent working order by his description. Upon receipt, the unit was found to be excessively damaged to the point it was unusable; the dome port was scratched to the point of being nearly opaque, and the housing itself had major damage on mating/sealing surfaces that could only have happened before it was shipped, as these areas were covered by the solid endcaps.

Richard insisted it could be re-machined by the manufacturer, Equinox.

After contacting Equinox and showing them detailed pictures of the damage, they were at a loss to see any way to effectively repair the housing so it could be used underwater. In their opinion, the housing was unusable and unrepairable.

Richard then tried to blame the USPS delivery for the damage, which was impossible since the damaged areas, when shipped, were covered with plates of PVC 1" thick, so the structural damage had to have happened well before shipping. Mr. Salazar repeatedly pursued the USPS to try and obtain insurance money in order to refund my purchase, but the USPS could easily see through his fraudulent attempt.

Mr. Salazar tried numerous delay tactics to prevent me from using ebay's Buyer Protection. I put up with his attempts to defraud me, the USPS and Ebay until nearly the last minute, when I filed for Ebay protection. Ebay agreed that he had sold me unusable, damaged goods, and instructed me to return the item and they would refund my purchase price and the cost of shipping. Since the shipping was "free" when I purchased it, I received back my purchase price, but had to pay $120 out of my own pocket to return the housing to Mr. Salazar. I received my money back from Ebay.

Buyer beware when purchasing any equipment from Mr. Salazar! And if this attempt to defraud me, the USPS and Ebay is any indication of how he does business, I would steer clear of his services. Fraud is fraud, no matter how you slice it.

Allow me to expres that there is no issue with Richard Salazar. I was not aware that any such report as this had been placed on this site. As I am the person referred to in Mr Salazar's rebuttal, let me be clear that I have no complaint on Mr. Salazar. All matters were, to his point aboved, resolved more than a year ago.

Please feel free to contact me, and I will vouch for the fact that all matters were settled with Mr. Salazar amicably.

To repeat - there is no complaint against Mr. Salazar. No further comment is warranted or necessary.

I was not aware that this had posted; as it has, please be advised it was posted in error. There is no issue with Richard Salazar. All matters were satisfied through Ebay and Paypal, and this matter has long since been resolved privately. 

Please be advised that this website does not have the ability to remove reports. Therefore, please let it be known that I did not realize this was being released, nor did I authorize it. The statements in the above complaint are, for all intents and purposes, invalid. Please disregard it in its entirety, as they are retracted by this account.

Mr. Seth Greenspan received his refund for the housing. There is a legal process and policies that people agree to when selling on Ebay, using Paypal and utilizing the USPS for delivery. 90% of the time the process works fantastically. Unfortunately, if a shipper like USPS damages an item in transit  the process for insurance can get messy and difficult. Though we bought USPS insurance, we learned that the USPS makes the process exceedingly difficult for buyer and sellers to utilize insurance when there is a legitimate claim for damages incurred in the transportation and delivery of items mailed through the USPS. We were in contact with the USPS Post Master General, had to get a USPS caseworker involved and had to file a complaint and inquiry via US Congressman Brad Sherman's Office to get the USPS to even respond to our complaints and to initiate the insurance claim. Needless to say, I will never again use USPS to send or deliver items. The item we sent was large and expensive. We filed a claim VH919737035US and Paypal and Ebay were notified.  Unfortunately in the end we were left with an underwater housing that was damaged. We assumed the risk of selling and the risk of shipment. It was a bad experience. This is beside the issue. No matter how Mr. Greenspan "feels", we both agreed to a process, kept a clear line of communication and the process worked. This gives no reason for Mr. Greenspan to defame or  libel me with a label of fraud.  I strictly followed the claim process according to Ebay and Paypal policy. I was very  careful to document this situation at every level because the housing sells for $3500.00 and who wants to lose something expensive? It may be an aggravating process but there was no fraud involved because Mr. Greenspan agreed to participate as exhibited by the emails and paperwork we have in our correspondence and dealings.  Everything was done in good faith. To post anything referring to fraud almost a year after this situation was resolved gives me  reason to believe that Mr. Greenspan continues to have lingering resentments and  unresolved anger issues. It is important to note that Mr. Greenspan filed this posting anonymously rather than coming straight out by using his legal name. This should indicate or reflect his attitude regarding truth and transparency. I encourage anyone who has read this inquiry to ask me for the PDF documentation I have on file and any and all emails related to our correspondence. It is no longer a dispute  because Mr. Greenspan did receive his refund.
