You need to sue this bozo in small claims court. Once you have a judgement against him, if he doesn't pay the judgment in a reasonable amount of time (here it's 30 days) you can request an ENFORCEMENT ORDER from the court. The enforcement order can include any/all of the following: garnishment of wages, lien against real property, lien against any property of value; auto, truck, RV, boat, etc. levy against BANK ACCOUNTS, levy against State income tax refunds. You're correct-they will not help you collect until you have a money judgment against him. Get down to small claims court and file a suit!
