Getting off and getting back on again means you only paid for one of the two trips you took. This was your mistake. Accept the reduced fine and move on.
Would you take the trolley, get off, go to the store and expect to get back on again for free to get home? It is two trips just like yours.

There are numerous "Toll Road" reports of people who swear that they were not on the road at that time. Quite often they give very good reasons..such as they live in the other end of the State. So obviously this Toll Road, in comparison to others, appears to send out a lot of false violations.
However, in this case you are not being charged a "violation" for the toll you paid, but for the toll you didn't pay when you re-entered the freeway. My guess is that there were signs that made it quite clear that you needed to pay the toll, and nothing that said if you just exited and re-entered you were exempt from paying again.
So while you may not agree with it and not think it is fair, it is not fraudulent because you just admitted you did it.
Oh and before you ask I am not an employee. However, there is an employee who does post here, perhaps they will give you contact information where they may do something for you. But if they don't do anything you should be prepared to pay it. Because if you don't they do have the authority to put a hold on your Vehicles Registration for unpaid tolls.
