The following are two presentations made to the Sumner City Council after we experienced years of city abuse. This is a compressed summary of what we went through for simply taking out a building permit. We have extensive documentation to support these accounts. Still, Sumner City Council and City Hall do nothing.

August 2003

The F word. You hear about it on the radio. You hear about it on TV. The F word. No, I'm not talking about what a married man does with another woman. I'm talking about fraud. I'm talking about people within this city government who misuse their authority and steal from the public.

My wife and I have been victims of SEPARATISM, FRAUD and CRUEL TREATMENT for many years. We have been threatened. We have been lied to and denied equal rights and protection under the laws of this state and of this city. Tonight, I'm here to BLOW THE WHISTLE BECAUSE THE COMMUNITY NEEDS TO KNOW.

This report from city attorney Patricia Bosmans is her response to the Washington State Bar Association when we filed a complaint against her for misconduct. I've read this report several times--Ms. Bosmans, you are a liar and a thief. You submitted statements and evidence to the Bar Association that were fraudulent in an attempt to cover-up what you have been doing to us for years. This report raises more questions about your profile and lies. You tried to justify yourself by placing responsibility for your actions on another colleague. Then, you defended your use of the penal code by stating you stepped in to settle a neighborhood dispute and charged me with malicious mischief. Malicious use of the law should be a deep concern to all citizens of Sumner.

What the report does not reveal and should be said is that other city officials conducted themselves in a similar manner. Mr. Shoemaker demanded General Facilities Charges for water and sewer for an affordable housing type--ADU--that did not require these charges. To justify this claim, he arbitrarily determined that our single-family dwelling would be considered a multi-family complex. Ms. Bosmans supported his claim, again using a penal code to force this money from us. Zoning and ordinances forbid this housing type to be classified or used as multi-family. THEY KNOW THIS! These illegal charges were applied to at least one other homeowner and were not returned. In 1995, Mr. Shoemaker and the public works department also formed a contract with us but failed to perform. Two people have suffered personal injury.

We wrote to Barbara Skinner in an attempt to resolve these matters. Although she promised in her letter that part of the contract would be completed within two months, she stood fast and supported the city's position not to fulfill the remainder of the contract and not to return the illegal General Facilities charges. She showed no leadership in correcting the wrongdoings of other city officials or following the city ordinances. Many months beyond the two-month deadline, the action that she did promise was still not started.

We contacted the City Council, too, about the contract that the city had created, but they saw the issue with their eyes wide shut. They failed in their duty to apply the ordinances that would have resolved these issues. Instead, they chose to keep the ordinances in a locked box, preventing the use of them. Council member Leroy Goff concerns himself with safety issues within the city, walked by the nuisance and hazardous condition in front of our home, and is aware of the ordinances and our complaints. Council members should not shirk their duties when a solution exists in the city ordinances. Example: this list is of the lawsuits against the city; some could have been avoided. This is where tax dollars are going. The quiet use and enjoyment of one's property should not be sacrificed through the lack of ordinance enforcement.

The citizens of Sumner should pay close attention to what the council members and city officials are doing, and what they are not doing. Council members who do not provide resolution to the problems and concerns of the citizens should not be re-elected and should not be supported in pursuing higher branches of government.

Attorneys working for the city have claimed, but have not given proof that the property line in front of our home is in a different place than county records document. County officials are baffled by this claim. When talking to several other citizens and city officials, we learned that this has been an issue of confusion and contradiction. The city has no authority to arbitrarily move private property lines to add or detract from one's property of record. Until this is ruled in a court of law, I suspect this is another attempt at fraud involving city government. I strongly urge all property owners to become aware of their property lines and their legal description of record. Property owners should be suspicious of any contracts, annexation plans or LID agreements until this is resolved in a court of law. Citizens should make this a priority and come together to challenge any city ordinance that make individual property owners responsible for property they dont own and control.

Likewise, in a criminal case, attorney Patricia Bosmans refused to recognize our rear property line as documented in county records and supported with a survey. The criminal charge for which she prosecuted me, denied me the right to use and possess my own property and revolved around the neighbor to the South and this property line. Ms. Bosmans and the Mayor had been warned of our 2 lawsuits and now they were faced with an unjustified arrest. That neighbor collaborated and developed a relationship with Ms. Bosmans for many years. She shielded him when he broke the law and stood by and did nothing when he brought harm to us. Example: Ms. Bosmans reviewed 3 police reports and a videotape of this neighbor breaking the law and did nothing. She refused to enforce trespassing laws and city ordinances. She did not enforce a restraining order when violated.

I caution citizens when approached by Officer Engles and Officer Kurle--treat them with respect, but demand that a supervisor be present. I have no problems with the rest of the officers, but I am convinced that these two officers lied and participated in a cover-up with Ms. Bosmans. Officer Kurle's reaction to an interview the day before caused him to be HOTHEADED, BRUTAL, ACTING WITHOUT JUSTIFICATION the day after! Example, I was arrested and jailed for removing a piece of paper that the neighbor to the South had posted within my own property. The justice system does not allow an officer to use handcuffs as a means of in-the-field punishment, WHICH IS WHAT HE DID! I am available to testify about my ordeal for anyone who has been charged by Officers Kurle, Engels or Ms. Bosmans. Citizens should not be separated from existing policies and forced to comply with non-existing policies. THIS IS NOT A DEMOCRACY---this is something else!

City officials initiated an action that required a public hearing, then, with a hearing examiner made a decision to suppress evidence and silence the public by not including them.

Property owners should not be slammed for filing a lawsuit or trying to use city ordinances. A defendant should not be used as a scapegoat to a system of justice that has predetermined the outcome of the case to clear the police officer, the neighbor and the city from any wrongdoing. Nor should a prosecuting attorney or judge deliberately conceal, ignore or caste aside evidence that would prove a defendant to be innocent. Furthermore, a defendant should not be subjected to sentencing that renders his or her appeal rights useless. To prevent a trial by fraud, I encourage ALL DEFENDANTS to exercise their right to a trial by jury.

If I were asked, Does this city BLACKLIST PEOPLE that defend their rights and refuse to conform to non-existent policies?--I would say YES! Retaliation for speaking out would not surprise me, BECAUSE THIS IS WHAT THEY DO! But we refuse to live with their lies. We are all afraid of the thief in the night, but we should be equally afraid of a government of dictators that steal the rights of the people in broad daylight. JUSTICE IS BROKEN IN SUMNER. Any retaliation that the city takes toward us would be PREJUDICIAL HARASSMENT. I am asking the police chief to provide investigation of, and protection from these people, particularly Mr. Bosmans. Neighborhood Watch should be expanded to include these people; report any suspicious activity. I insist that the city council create a diverse workforce within the city administration so that people of different cultures, races and backgrounds receive fair and equal treatment, and to serve a diverse community. I insist that the city council and city officials adhere to the city's ordinances and remove the nuisance and hazardous condition. CEASE THE CALCULATED, MALICIOUS CRUELTY!!

Ms. Bosmans' report will be provided. When you read this, think of your children, think of your family; think of your friends. COME TOGETHER TO RID THIS CITY GOVERNMENT OF THUGS WHO DEFRAUD CITIZENS. We must find new leadership. And think of this--when they come for your neighbor, pay attention; get involved. Because, when they come for you, it will be too late.

They are being investigated. Corporate Executives, Mutual Fund Companies, even Government Officials are being investigated for wrongdoing. When the truth is supported by evidence and witnesses, action must be taken. I was here in August to testify and make a public record that wrongdoing has occurred within Sumner City Hall. My wife and I have been victims of this for many years. To summarize and give more examples and solution, I talked about:

Fraud

Threats and intimidation to extort money

Failure to enforce a restraining order

Shielding, working and collaborating with a suspect which encouraged surveillance, stalking and emotional stress

Manufacturing and submitting false and misleading information

Issuing illegal permits

Breach of contract

Failure to investigate criminal violations

Withholding evidence from a defendant's attorney

Unjustified arrest and prosecution

Police brutality and false police reporting

Discrimination

Blacklisting and harassment

We ask for an investigation to bring greater clarity to the pattern of corruption. What we received was a superficial review by Barbara Skinner where she concluded with her beliefs and assumptions. We examined the documents Ms. Skinner reviewed, and just like we thought, there was no evidence to support her statements. In fact, these documents contradicted her statements. This is another calculated attempt to dispose of our complaint, conceal evidence, silence us, lie to city council and lie about me. This will not substitute for a complete, on the record, independent professional investigation that the victims now demand.

It is incomprehensible to think that Ms. Skinner can conduct this investigation. She's involved! For years, Ms. Skinner showed no leadership in correcting the wrongdoing of other city officials or following the city ordinances. Ms. Skinner judged and reported to a local newspaper that our entire neighborhood was dysfunctional. That included my wife and me! Ms. Skinner and Ms. Bosmans took the position not to fulfill the contract and not to return the illegal General Facilities charges.

Ms. Skinner and Ms. Bosmans permitted a hazardous condition to continued endangering the public and causing personal injury to a 4-year old and to me. Ms. Skinner and Ms. Bosmans caused and perpetuated issues, which resulted with our 2 lawsuits. Weeks after, Ms. Bosmans brought trumped-up criminal charges against me claiming I intentionally destroyed a piece of paper. To justify the charges she had to cover up Officer Kurle's evidence of my innocence, inflate the value over 6,000%, causing me to stand trial. Later she told many lies to the Bar Association, including I was convicted. As an officer of the court, Ms. Bosmans didn't uphold case law or rulings of the court. Ms. Bosmans concealed evidence and a conflict of interest and applied the law illegally. This is more than suspicion of cover up. We have her participating with others. Ms. Bosmans is entrusted with power; and I say that she has maliciously used that power to hurt us. Ms. Skinner and Ms. Bosmans must be investigated on this subject and issues pertaining to this complaint. Defendants, judges and attorneys should be aware of these serious complaints about Sumner's legal department and the corruption of justice.

Encourage Officers Kurle and Engles to come forth with the truth, as we know it, regarding the incidents in late February of 2000.

Property owners should be suspicious of property tax increases caused by contracts, annexation plans or LID agreements from the City.

City officials I mentioned have not performed within the law and have not performed within democratic principles. Other citizens have also suffered emotional stress, economic injury and a damaged quality of life, all which make working, living and raising a family in Sumner a very costly gamble. This corruption must be stopped. In August I stated that the city must cease the calculated cruelty, but still it goes on. We summon all council members to demand an independent, formal, on the record, professional investigation, to allow us, the victims, and others to testify and supply evidence of wrongdoing.

The City Council and the community must assure that City Hall does not fall further into corrupt hands, causing more people to suffer. City Hall must be transparent, operate within the law with truth and integrity. We cannot allow city officials to continue to work here above the law! Taking action with a professional investigation assures the victims of peaceful settlement with democratic principles. We chose peace in the past, as we do now. But the city has always chosen war. This complaint is a record of that war.

Justice is broken in Sumner and it needs to be fixed! We will pursue these issues. This is a serious complaint, which this City Council must take seriously. The right action is an independent, professional investigation to uncover the truth for the betterment, safety and trust of this community. Martin Luther King Jr. stated, Injustice anywhere is a threat to justice everywhere.

Prosecutor's file for Sumner PD Case #s 0501547, 050232, 0502515, 0502622 We are writing this letter to document our protest and make a formal complaint regarding the performance of the Pierce County Prosecuting Attorney's Office acting for the City of Sumner. Mr. Rose indicated that you were the person to whom we should direct this complaint. The importance of trustworthy information, reports, evidence and statements is fundamental in determining cases. It is also vital that when public disclosure requests are made that the information exchanged is truthful, trustworthy and complete. We submit that the information used and held by the Pierce County Prosecutor's Office has been compromised, damaging the security and integrity of the office. Mr. Benton was used, deliberately given false and misleading information, described as ?78 pages.? In addition, he was intentionally prevented from being provided with additional information crucial to the cases. Mr. Benton does not have the resources or expertise to detect this type of misinformation and misdirection. Mr. Benton?s determination and the ?78 pages? should be held as evidence for further investigation pertaining to this complaint; it has no other purpose. Please refer to the memo to your office dated 06-07-06, allegedly from Lt. Mark Mears. The 4th and 5th paragraphs state our major contention with the City of Sumner involves a bias in favor of Mr. Paulsen and that is why the City Attorney, Patricia Bosmans excused herself from hearing any additional cases. This is misleading. We understand that a prosecutor has the right to exclude his or herself from participating. However, it is not ethical, proper or legal to for that prosecutor to withhold information from the assigned prosecutor. We contend Ms. Bosmans continued to be directly involved in these 4 cases. Ms. Bosmans was well aware of the restraining order, physical evidence, witnesses, police reports, videotape and Mr. Paulsen's admission to the pattern of illegal conduct. Furthermore, for the record, Mr. Paulsen has never been charged with violating a restraining order. In truth, objectivity and evidence preservation is the reason we requested your office review these cases and because we have substantial evidence of a pattern of misdirection and false information by Ms. Bosmans, and thus the City of Sumner. In addition, there is Page 1 of 2 evidence that federal agencies were also used to collaborate and construct fraudulent information and to convey and deliver such information. We have requested an independent investigation by giving public comment on 3 separate occasions in televised City Council meetings. Our visual, moving protest, covered by news media continues to this day. We even wrote a complaint to your office in April of 2005. The City of Sumner paid for mediation. At the onset of the meeting, we learned these things; the mediators could not be witnesses, Chief Wilson brought no material and would be probing for any information we had that would expose Ms. Bosmans, the City of Sumner and the damage they have caused us. We did not agree to this and left. It is clear, we cannot trust the city to act objectively, within the law; therefore, they cannot be trusted with the receipt or delivery of information. Paragraphs 6th through 9th go through great lengths to leave your office with the impression that we were afforded every opportunity to give additional information. This deception worked--notice Mr. Benton's initial letter to us and the underlining made by your office on your copy of the memo of 06-07-06. In truth, as directed by our attorney, we made 8 requests to Chief Wilson in order to submit trustworthy, factual evidence. The responses from Chief Wilson and Lt. Mears obstructed these requests. In addition, the memo dated 7-11-06 should also be considered as evidence in our complaint. We have pointed out just a few examples. We have given sufficient grounds to merit an investigation. If you disagree, we have many more examples. This complaint should be an eye-opening discovery for the Pierce County Prosecutor's Office to learn the extent of deception and misinformation that damaged the cases and the agency, to practice better security in the future and preserve integrity, fairness for the victims, defendant and public disclosure records. 2/7/06 The older-model Mercedes Benz is hard to miss in downtown Sumner, covered with the names of public officials and cryptic grievances neatly printed in white paint. Carolyn Hanson walked to the curb to have a look recently after driving her mother to the bank. What is it a protest car? Hanson asked. I've never seen anything like it. Dirty hands, no justice, foul play: These are just some of the words left by a man who's decided he can fight City Hall. And now City Hall is making overtures to resolve their differences. Tom DiPol occasionally drives his protest car about a block from his home and parks it near the intersection of Maple Street and Alder Avenue. It's out there every now and then, he said. There are quite a few issues. DiPol, 52, has been in the middle of property-line disputes with neighbors and battles over sewer hookup fees. But he might be best known for the 50-foot red oak tree overhanging his rental house on Academy Street. The tree was poisoned, died and eventually had to be cut down by city crews in 2003. Sumner police investigated the poisoning as malicious destruction of public property, but have made no arrests. The case remains open. DiPol said he had nothing to do with killing the tree, though he clearly didn't like it. For years, he complained to the city that falling branches hit him in the head, broke his windshield and generally endangered people on the street and sidewalk. The city originally approved his request to remove the oak, but then decided against it when neighbors objected one of a series of official actions that the 16-year Sumner resident still resents. A chance for resolution was raised last month after police Chief Colleen Wilson contacted DiPol. It came after officers investigated alleged violations of anti-harassment orders, which DiPol and a neighbor had filed against each other and have since expired. Wilson said she asked if DiPol would be interested in an outside conflict resolution service. There's such a history here, she said. I want to know how he feels about it so we can serve him properly. She said she doesn't want the dispute between DiPol and his neighbors to escalate into confrontations that would endanger them as well as her police officers. DiPol said that he would be interested in talking to an impartial party. His history of disputes in Sumner runs back at least as far as 1996: He and the city disagreed over a sewer hookup charge for his new garage and attached apartment. He paid it under protest and sued. His payment was refunded. Sumner police once cited DiPol on suspicion of malicious mischief when he tore down a neighbor's sign that he found offensive. He was tried, but the judge eventually dismissed the case. DiPol filed a grievance against City Attorney Patricia Bosmans with the Washington State Bar Association, alleging unethical conduct. It was dismissed after an investigation. After his vehicle tires were slashed more than once, DiPol's video surveillance revealed that a neighbor had done it. Bosmans charged the neighbor with malicious mischief. The neighbor pleaded guilty and was jailed. In a property line dispute with another neighbor, DiPol obtained a Pierce County Superior Court ruling that forced the neighbor to move a wall of a garage. DiPol said the adjustment didn't fully comply with the ruling. The neighbor said the city approved it. Bosmans said DiPol is caught up in an long-running neighborhood feud. His issues are with his neighbors as well as the city, she said. DiPol said he wants to meet with a neutral party who can investigate what happened to him and develop a report that has solutions and recommendations that all parties can abide by, he said in a Jan. 30 letter to Wilson and City Administrator John Doan. For now, he continues to park his protest car near City Hall. The city says it hasn't towed it because DiPol moves it often enough to stay within the law.

Dear Chief Wilson and Mr. Doan, It's been a week since Chief Wilson's phone call that indicated a desire to find a peaceful way of resolving differences. We were delighted and somewhat surprised since we have always demonstrated a desire for peaceful talks. If we understand your phone call correctly, you offered us the opportunity to talk to someone impartial. This could be an excellent starting point. If the City is truly sincere we will participate, but we will not engage in discussions without democratic principals. We request to meet with an independent, impartial hearing examiner who has the expertise, experience and familiarity with regulations and laws who can provide an end report with solutions and recommendations that all parties can abide by. This is a must. The City of Sumner and affiliates do not have this training, expertise and impartiality to facilitate resolution. We ask to initially meet with this person in a neutral setting, without the stress of presence of other people. Our objective is to reveal differences, reach solutions and examine the fundamentals and how they apply to us and the other citizens of Sumner. Together we may develop a procedure for peaceful resolution that is a model for other cities. If this is acceptable to the city, please contact us to make arrangements. We still request the information that we asked for in our public disclosure request of January 23rd. Even now, there are some outstanding police reports. As we have said before, we hold the City responsible for the actions of our neighbor Mr. Paulsen.

We are in receipt of your letter dated October 4, 2005, indicating a review with your conclusions of Ms. Bosmans' cases (05-1547 & 05-2032). As you indicated, whatever Ms. Bosmans provided to you, upon which your review was based, was vague. Thus, this is a determination of Ms. Bosmans' performance. She is not to be trusted with the evidence that surrounds these cases and the suspect. This should be looked upon as a cover-up to bury these cases and her collaboration with the suspect. This is not the first time. The City of Puyallup should not be deciding any cases that involve us, Mr. Paulsen, the City of Sumner or Ms. Bosmans without authentication and a thorough, impartial investigation, following established protocol. A complete investigation of the facts can only be done by interviewing the victims, witnesses and taking into account the years of supporting, conclusive evidence. This did not occur. Furthermore, an investigation should take place elsewhere if the City of Puyallup cannot be impartial because of an existing business partnership between the City of Puyallup and the City of Sumner. Basically, all that your review has proven is that probable cause cannot be determined with the untrustworthy and incomplete information that Ms. Bosmans has provided.

The calculated cruelty continues

For 16 years, we have been the owners of 1108 Academy Street, Sumner, WA 98390. We have been targets of a crime. The conditions in front of our home are illegal and perceived as symbols of harassment with the intent to harm us. It's a message, caused by the City of Sumner, under the leadership of Barbara Skinner and Patricia Bosmans, year after year. Their actions have escalated to affect the public, and are not limited to this act only. Records show a long history of progressive, malicious practices aimed at us. They have stripped us of community and property rights, civil rights, freedom of speech, police protection, equal rights under the law and the right to earn a living. We have been passed over when city improvements are provided to the community. We are separately governed by intimidation, conflict of interest, fraud, extortion, vandalism, malicious prosecution, police brutality, perjury, corruption, libel, unlawful incarceration and cover-up, inflicting confusion, emotional and mental stress, depression, personal injury, psychological fear, damage to our property values and marketability with economic losses. Dreams have also been affected.
Ms. Bosmans has embraced the help of a suspect of many crimes who also has a long history of harming us, lying to police, judges and city officials. This neighbor, Mr. Paulsen of 725 Alder Avenue violated restraining orders repeatedly and committed fraud, stalked us, conducted surveillance and reported our activities and whereabouts to Ms. Bosmans. Ms. Skinner disregarded a judge's findings and approved his illegal building permit, which encourages trespass onto our property and evades property taxes.
Our complaints, protesting these practices, were presented at a public meeting on three different occasions. These complaints were stricken from the public records and kept from the public. Ms. Skinner covered them up. After these complaints were made, Ms. Skinner and Ms. Bosmans, with dirty hands caused damage of $30,000 to our property, removing property they did not own. Our property was vandalized, caused by them. The Sumner Police took no action to protect us or respond to our complaints.
This malicious, biased practice aimed at us is criminal and needs to be investigated. We perceive a calculated, illegal tactical method driven by hate is evident, being used to force us from our home, with actions that have gone way beyond the scope of their duties and overstepped the boundaries of good faith. Our complaint is supported with credible meticulously kept records, including videotapes, depositions, police reports, restraining orders and Washington State Bar Association investigation of Ms. Bosmans for misconduct/malicious prosecution. This evidence will convince you with no doubt that fowl play has occurred and show their motive for doing this. We ask for your help. May 3, 2004 Presentation to Sumner City Council

I was disturbed by the City Council meeting of April 19th. During council comments, Mr. Conners joking told how his granddaughter had called Mayor Skinner his boss. While humorous, I was saddened that we don't teach our children at a very early age how our government works. If I were there at the time, I would have said, No, dear, see all the faces here at this parade---these are your grandfather's bosses---they are the citizens of Sumner.

When I watch City Council operate, I am concerned that this council is also confused how government works. This city is a non-charter city, regulated by RCW 35A, which identifies the Mayor as the chief executive and administrator of the city. The council is identified as the legislative branch, representing the people. This city system is modeled after the great system developed by our ancestors in forming the United States of America.

There are three branches of government, meant to balance power---the administrative, legislative and judicial branches. For the balance of power, each branch must challenge the other. In other words, there must be a slight degree of tension between this council (the legislative branch) and the administrative branch (the Mayor and city officials). I am not suggesting we have physical brawls such as we have seen in the Japanese parliament; but if there is not healthy tension and confrontation, this council is not doing its job.

My husband and I, as citizens of this city have made formal complaints to this council. These complaints are serious. If this abuse happens to us, I am certain they happen to other people. Few incidents are isolated. They usually reflect a trend. I am certain this is true because we have heard directly from other citizens.

We have asked for an impartial, outside investigation. Are you afraid of an investigation? When the attorney general's office made a serious mistake and missed an appeal deadline, Ms. Gregoire called for an independent investigation so it would never happen again. Any healthy organization, city or business recognizes the benefit of this type of investigation. It leads to insight. It leads to reform. It leads to improvement. The city council frequently authorizes impact studies and surveys. Why avoid the investigation we have repeatedly called for?
NOW IS THE TIME FOR LEADERSHIP

Citizens of Sumner have made two formal, on the record complaints that Sumner's City Hall needs to be investigated for fraud and corruption. It was discovered that the content in the complaints of August 4th, 2003 and February 2nd, 2004 were intentionally omitted from public record. This is a cover-up!! We hold the mayor responsible for silencing this complaint. This is not acting with truth, integrity and transparency. The people of Sumner have a right to know the content of public comments. The mayor and city officials do not have the right to arbitrarily censor what the public see and hear from public record.

The City Council has done nothing to investigate this or protect citizens from this. We are asking you, the people for your support to order the City Council to do their job and have this complaint properly investigated. Names of persons that are involved are listed in the complaints that can be viewed at RipOffReport.com. The continued operation of City Hall under these conditions is gross negligence. The public trust is compromised. Information obtained from City Hall may be false and misleading. The victims must be heard and the depth of the corruption must be revealed. Reform must take place for peaceful settlement and for the betterment of the community.

I asked for the cruel treatment to stop! But still it continues by stealing property from us valued at $30,000--property that attorneys representing the city documented was ours. We asked to keep that property and were told No. The denial of this request is deliberate; this is a crime against this family. A police report will be made and the suspect will be named.



Time and time again we were harassed by the city and impacted by the absence and denial of impartial intervention, which would have brought peaceful solution. City Attorney, Pat Bosmans' performance is at the center of this most needed investigation. A person who makes and enforces law, advises City Council, police and others has a record of causing and loosing lawsuits. This complaint shows a long history of her and other officials not obeying and enforcing the laws of the city and state. They stood in the way of peaceful solution, which are outlined in the city ordinance. It should be noted that these ordinances will only be used when the city, under her direction, is in favor or can make a profit; others are denied.

The city council's failure to act is an intention to cover -up and allow the city to operate with fraud and corruption. Justice is broken in Sumner and it needs to be fixed.

These two omitted complaints I submit once again to you, Mayor Skinner, to be included completely in the minutes of tonight's meeting, with all complaints at future council meetings to be included completely in the minutes and not censored, so the people may be informed of these problems
