You need to send a letter, certified mail return receipt requested, to this collection agency and demand that they prove this is your debt. Since you have never had an AT&T account and this is not your debt, cc everything to the Attorney General's office in your state and the state where the collection agency is located, the District Attorney's office in your state/county and file a complaint with the FTC. If you do a search on AT&T and Palisades you will find you are not the only person who is dealing with this. The more people who report to the state and federal authorities, the sooner these companies can be stopped from attempting to collect on debts that are not valid.
