If people have submitted there money and believe they are getting ripped off and calls have been made why are they still in business. This doesnt seem legit enough. Some times banks or loan company's ask for collateral to cover the loan and future payments can be made as collateral. But if you contacted the attourney generals office dont you think that a further investigation would be followed up on the company if that have recieved evidence in the past?

If someone is in desperate need of money and needs a loan, why would one pay money upfront? If there are fees, etc.,those would be taken out of the proceeds of the loan. Just the fact that a "loan company" would expect money from you before even disbursing the funds would be a HUGE red flag about how legitimate they are. Glad you didn't taken, but think about it.
