Might not be any of this, but no one has the details. If the box needs a signature or the deliveryman is concerned about theft, he can't leave the package without getting a signature. If it is a large package sometimes they won't get it out of the truck until they confirm someone is home. Many times no one is home or don't here a knock or bell (happens to all of us) and then he has to carry the package back to the truck. They walk fast or even run as they're they often don't have enough time in the day to deliver everything they have. Maybe this mailman is a screwup, but most of the time it is just a person without the facts that is irrationally freaking out. Too bad you weren't a mailman though so you could show everyone how easy it is to do it right and still have a job. They probably could learn a thing or two.
If DHL was still an option, you'd still have the same confusion. Plus DHL often used the local post offices for final delivery. DHL isn't an option any more anyways. They're gone. Only DHL left is for shipment that originated internationally. The competition and economy made them move out of the USA.

I have been going through the same thing with the Postal Service, with the exception that it is me as a business owner shipping packages that are not being delivered as you indicated.
Then I have a customer mad at me because of lazy and stupid at the Post Office!
Case in point.
I shipped a 9lb package to a customer using USPS Parcel Post, with signature confirmation, and insurance. That parcel was shipped on 8-11-2011. Two days ago, 9-21-2011 I get it returned as undeliverable / refused! Then they wanted to collect $15.40 from ME for returning my package to me that I paid good money to ship!
It was NOT "undeliverable", nor was it "refused. My customer has been calling me and emailing me about"where is my order"?
After a thorough investigation, several emails, phone calls, a written complaint to the Postmaster, and an IG complaint, I finally was informed that this customer "does not have a mail receptacle", and uses a PO BOX. Well, OK, that would be fine for a first class mail, etc. BUT...A 9# package that is 14"x10"x6" is not going to go in a mail receptacle anyway!! Common sense here people!!
The problem here is that many of the carriers are lazy, and most of the management is clueless.
This package was going to a fairly small town called Franklinton in LA. I find it hard to believe that this mail carrier did not know this customer, or anyone at that local post office did not know that customer. I find it hard to believe that the mail carrier was just too lazy to walk that package to the door and just do his job.
AND, according to the USPS address verification system, that was a deliverable address for US MAIL which was assigned to a carrier route!!
The bottom line here is that the US Postal Service needs to get a clue and they need to get it real quick.
I am dumping the postal service altogether.
I will use only online bill pay, and will get all communications by email and/or fax, and any packages will come and go by UPS.
